JOB DETAILS:

The main goal of the East Africa Conserving the Western Indian Ocean Activity will be to promote the recovery and resilience of marine biodiversity and coastal communities in the Western Indian Ocean as part of a larger goal to advance achievement of a sustainable Blue Economy worldwide. This will be accomplished through 1) Realizing an inclusive vision for achieving an ecologically connected MPA network, 2) Accelerating effective devolved co-management to implement the MPA network and strengthening fisheries management, and 3) Reducing threats to small-scale fishers and high biodiversity coastal resources posed by industrial fishing fleets, particularly distant water fleets and international crime networks. The focus geography may include Kenya, Somalia, the Seychelles, Comoros, South Africa, Mozambique, Tanzania, Mauritius, and Madagascar.

The Chief of Party (COP) will be responsible for leading all technical, financial, administrative and reporting aspects of the program and will coordinate closely with USAID in developing, implementing, and revising the Activity’s overall field strategy. The COP will be the principal link between USAID, key government counterparts, Tetra Tech, and other project stakeholders and provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring and evaluation, and reporting to USAID. This would be a full-time position and be based in Nairobi, Kenya for the full life of project (anticipated five years).

Responsibilities:
• Provide technical leadership and overall management of the activity, including supervision of both local and expatriate staff, consultants and partners;
• Develop strategic objectives and ensure project compliance with USAID rules and regulations;
• Manage the activity’s implementation, including overall responsibility for personnel and efficient budgeting and financial management;
• Oversee technical activities of the activity and ensure that impact is achieving the results defined in the contract;
• Oversee, evaluate and document activity progress and lessons learned;
• Lead institutional engagement and coordination, collaboration and consultation with diverse stakeholders in the region, including government, donors, private sector entities, financial institutions and implementing agencies.
• Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.

Qualifications:
• Minimum of a master’s degree in a relevant discipline is required.
• Minimum of 7 years in a director-level role leading and managing complex development programs and multi-disciplinary teams, preferably as a Chief of Party for a USAID-funded project.
• 10+ years of project experience working in one or more technical disciplines, ideally with a focus in East Africa: marine/coastal biodiversity conservation, marine protected area establishment/management, sustainable fisheries management and promotion, distant water fleets, marine science, municipal management, food security, public policy and governance, conservation finance, including carbon finance, sustainable livelihoods, or other relevant technical areas.
• Proven track record managing multi-disciplinary and multi-cultural development programs and teams, engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and understanding and addressing the needs of the most vulnerable.
• Strong familiarity with building capacity and commitment for marine biodiversity conservation.
• Strong network of government, NGO and civil society, donor and private sector through focus geography of may include Kenya, Somalia, the Seychelles, Comoros, South Africa, Mozambique, Tanzania, Mauritius, and Madagascar.
• Excellent communication skills in English. Foreign language ability a plus.
