JOB DETAILS:
JOB PURPOSE:
The Child Protection Programme Manager and M&E Coordinator S/he is responsible to work as a Child Protection Manager and M&E Coordinator. The person will be responsible for (1) the overall integrity and coherence of the child protection programme; (2) for effective co-ordination of the programme’s projects (3) guiding the implementation of RDC’s M&E Standard Operating Procedures and M&E Frameworks, (2) continuous improvement of the same and the (3) implementation of knowledge management activities.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES:
Manage CPP, M&E and overall strategic, programmatic and project development
• On the basis of M&E ata about the RDC strategy/programmes/projects, needs assessments, giving support to the formulation and appraisal of strategic, proposals and programme developments;
• Provide technical support to the design, formulation and improvement of RDC strategic, programme and project developments;
• Provide technical advice on the development and improvement of systems, processes and mechanisms to support organisational and programme planning, implementation, monitoring [including M&E tools, frameworks, data management] and progress reporting;
• Identifying training needs of program staff in M&E and programmatic skills; organize and undertake trainings including participatory aspects, case management and reporting processes, M&E tools and project documentation requirements.
• Review and provide feedback to project/ programme strategies and documents, work plans, case studies and related knowledge products as needed;
• Recruit, guide and supervise organizations/consultants that are contracted to implement special surveys and studies required for RDCs work and external evaluations of RDC programs/projects;
• Draft policy documents, standard operating procedures, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions.
Provide technical support to/coordinating the implementation of the CPP programme
• Recommend and establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
• Develop and review programme annual work plans to assure compliance with RDC programme goals, results-based indicators and standard operating procedures;
• Analyse and ensure alignment of project budgets with the RDC logical framework /Theory of Change and work plans;
• Coordinate the process of gathering information and preparing progress reports on programme implementation; prepare technical reports;
• Manage programme quality control and identification of potential challenges and opportunities;
• Align programme activities with operations team in close liaison with Head of Departments;
• Build and manage relationships with local and national partners, as necessary (Advocacy).
• Represent RDC in meetings and policy dialogues on issues related to the programme as necessary;
• Coordinate the implementation of advocacy activities (e.g. ToT, day of the Street Child)
Ensuring effective implementation of RDC M&E system
• Guide and supervise the implementation of RDC standard operating procedures including strategic and project frameworks by collaborating with staff and key stakeholders involved in M&E activities;
• Obtaining all data from primary and secondary sources as per the information needs of RDC;
• Where necessary work alongside staff to carry out data collection, verify and balance data, prepare source data for data entry by compiling, coding and organizing data and entering data in database;
• Prepare consolidated progress reports for management to submit to relevant bodies in accordance with approved reporting formats and timing;
• Ensure that generally project monitoring arrangements comply with requirements of funding partners;
• Undertake regular visits to the field to support implementation of the M&E activities by the operational staff.
Oversee, recruit and guide staff
• Lead the staff in performance management and ensure capacity development of staff members by suggesting development opportunities;
• Steer the process of recruiting staff / volunteers for the programme as per the need.
Finance management
• Manage the programme's budget according to the set standards and set budget amounts ensuring adherence to finance policy and achievement of set targets and results
Knowledge Management / Information Sharing
• Coordinate the internal and external information sharing, knowledge management based on M&E findings; research findings, case studies, best practices, and lessons learnt
• Maintain the RDC filing structure and oversee the continuous updating of the same;

Support to the Director in
• Facilitating the Quarterly Management Meeting (QMM)
• Maintaining Donor Relations

JOB COMPETENCIES
• Will hold a Master Degree in related field (Social Sciences or a related field)
• Professional qualification in M&E
• Must have sound knowledge of Child Safeguarding, Child Protection and case management approach.
• Will have at least 3 years working experience in a field related to community development and M&E.
• Must be flexible, understanding and committed to realizing human rights especially those of children and women.
• Must be sensitive to the challenges facing street connected girls.
• . Will be computer literate, with advanced knowledge in Microsoft excel.
• . Must be creative, a team worker, and a person of high integrity.
• . Must be Assertive and have leadership skills.
• . Must have a certificate of good conduct.
