About The Judiciary
The Kenyan Judiciary is an independent, impartial, transparent and accountable institution anchored under Article 159 of the Constitution. It derives its authority from the people of Kenya and it is bound by the National Values and Principles of Governance as enshrined in Article 10. Its mission is to deliver justice fairly, impartially, and expeditiously, promote equal access to justice, and advance local jurisprudence by upholding the rule of law. The 2011 Judicial Service Act governs the administration of the Judiciary as well as its functions. The Office of the Judiciary Ombudsman (OJO) is an administrative office under the Office of the Chief Justice. The Office aims to rebuild confidence in the Judiciary from the people it serves and assess the institution's performance from the public point of view by obtaining feedback from the public.

Deliverables
Deliverable A: Documentation

• Develop and submit an Inception Report detailing the understanding of the Terms of Reference and a proposed plan of action, with a work plan indicating clear milestones and timelines. To be delivered within 2 weeks of start date.
• Submit a report on the review of the Software Requirements Specification (SRS) document for the Judiciary Ombudsman Management System for validation and approval to start development. To be delivered within 30 days from the start date.
• Submit a monthly report to the Head of OJO, documenting Judiciary Ombudsman Management System features designed and developed and the key results realized thereof. The expected deliverables for the subsequent month are to be submitted by the 25th of every month, together with the monthly work plan (in line with the IDLO reporting template).
• Develop a detailed technical architecture for integration of the Judiciary Ombudsman Management System into the Case Tracking System for management and track of reported cases.
• Develop detailed technical architecture documentation for the Judiciary Ombudsman Management System
• Develop the logical database design, database schema, and data model of the application
• Deliverable B: Judiciary Complaints Management System
• Develop the Judiciary Ombudsman Management System for the OJO
• Integrate the User Management Module for Complaints System with the Case Tracking System
• Develop a Public-facing JCMS module for processing and management of Complaints from the External and Internal stakeholders
• Develop an Internal facing JCMS module with a clear workflow for processing and management of Complaints
• Develop a complaint linking workflow with the Case Tracking System to ensure all complaints are linked to the cases to be viewed by the Office of the Judiciary Ombudsman only.
• Develop a workflow process to manage cases from Judiciary Ombudsman Management System to CTS until it cleared
• Develop a workflow for confidential cases
• Develop a complaints tracking module to ensure users can track their complaints
• Develop Notification and correspondence module to ensure effective and efficient feedback mechanisms between Office of the Judiciary Ombudsman and Integrity Assurance Officers and between Office of the Judiciary Ombudsman and clients.
• Develop a Business Intelligence Reporting module to prepare ad-hoc and required reports for the OJO
• Perform Migration of all The Data from OTRS into OJO-CMS and system go-live
• Deliverable C: Documentation, Training, and Closure
• Provide the following system documents; (i) technical manual and; (ii) training manual
• Provide the application documents’ source code documentation and application git book documentation
• Conduct Training for both the ICT Directorate of the Judiciary and the Office of Judiciary Ombudsman (OJO) on the Judiciary Ombudsman Management System
• Handover of Source Code through git to the Office of Judiciary Ombudsman (OJO)
• Deliverable D: Support for the Solution
• Provide technical support for the system updates to ensure all issues raised during the implementation are resolved.
• Provide for bug fixes and code review to improve the usability of the system as per the user requirements
• Resolve issue within 24 hours from the time of reporting
• Submit for review approval for the upgrade of the system
• Prepare and submit Final comprehensive handover report to Head of OJO documenting System features designed and developed within the contracted period in the implementation of TORs, key results realized, pending work, challenges faced, and recommendations

Duration of The Assignment
The duration of the consultancy contract will run for a period of twelve (12) months.

Reporting and Supervision
The consultant will work under the overall supervision of the Head of OJO during the execution of this assignment. Payment will be done against a disbursement schedule as outlined in the contract and based on receipt of clearly defined deliverables within a specific timeline as confirmed by IDLO.

Ideal Candidate
• Hold a BSC. in Computer Science Software Engineering, Computer Engineering, Information Systems, Electrical Engineering, Information Technology, Mathematics, Physics, or other numerate disciplines.
• Professional certification in Software/Applications Development will be an added advantage.
• Having at least 3-5 years of professional experience regarding software programming, with demonstrated deliverables in user end products, prior experience in the Judiciary will be added advantage.
• Strong in-depth knowledge/knowledge/experience on practical development with PHP, PL/SQL (PostgreSQL & MySQL), JAVA, ASP, IIS, WebLogic, C# and ASP.net, Python, Flask, and web technologies is imperative.
• Strong in-depth knowledge and experience with Laravel will be an added advantage
• Project management/client experience when developing ICT solutions would be added benefit.
• Possess a strong work ethic characterized by the desire to achieve results. Ability to multi-task in a high-pressure environment, responds rapidly to ad hoc requests, meet tight deadlines, and ensure diplomacy and tact when engaging with prominent public figures.
• Strong problem-solving skills, with a high degree of a personal and professional organization. Must have a strong team player approach to work.
• Possess strong time management skills and flexibility to adapt work plans based on changing variables.
