REQUEST FOR EXPRESSION OF INTEREST

ASSIGNMENT TITLE:   RE: CONSULTANCY FOR INDEPENDENT VERIFICATION OF RESULTS IN TARGETED SCHOOLS RECEIVING GRANTS, SCHOOL MEALS, SCHOLARSHIPS, TEACHER DEPLOYMENT, COMPETENCY-BASED CURRICULUM AND COMPETENCY- BASED ASSESSMENT, CONSTRUCTION OF CLASSROOMS AND CAPACITY BUILDING OF TEACHER TRAINING COLLEGES UNDER THE KENYA PRIMARY EDUCATION EQUITY IN LEARNING PROGRAMME (KPEELP- P176867)

PROCUREMENT METHOD:  LEAST- COST BASED SELECTION (LCS)

  1. The Government of Kenya has received financing from the World Bank towards the cost of the Kenya Primary Education Equality Learning Programme (KPEELP) and intends to apply part of the proceeds for consulting services. The Program has three result areas;
      1. Equalize learning opportunities: Improve learning outcomes in target counties,
      1. Improve the participation of girls in schooling, and
      1. Strengthen capacity for implementing initiated reforms. Specific Disbursement Linked Indicators (DLIs) have been developed to monitor results for each of the three result areas.
  2. The primary objective of the consultancy will be to carry out transparent and impartial independent verification of the DLIs as per the annexes 1 and 2 in the Terms of refence as contained in the Preliminary verification protocol in Project Appraisal Document (PAD). It will be executed free from the influence of the Implementing Agencies

The task requires a Consulting firm or a joint venture or Consortium of firms to undertake the assignment as per the scope of work at least once year or as will be needed over a four-year period from 2023 to 2026. Details of the assignment are available in the Terms of Reference (ToR) upload-ed in the Ministry website; www.education.go.ke

  1. The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage.

The shortlisting criteria will be:

    1. Tax Compliant registered agency/firm or partner with a local firm operating under Govern-ment of Kenya regulations.
    2. Minimum of five years of experience in conducting similar assignments or conducting national-level educational surveys. This includes professional experience in analyzing data, documenting findings, and creating and presenting reports.
    1. Evidence of successful implementation of similar assignments either alone or partnering with relevant national or international organizations i.e Contracts and recommendations from past clients.
    1. Evidence of availability of appropriate mixed skills to carry out the verification exercise which includes; Education specialist, Social Development specialist, Economist, Statistician, M&E specialist, ICT Specialist and Logistics Coordinator.
  1. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations revised November 2020, 4th edition, setting forth the World Bank’s policy on conflict of interest.
  2. The Consulting firm will be selected in accordance with the Least- Cost Based Selection method (LCS) in accordance to the Procurement Regulations.

Interested Firms should submit their Expressions of interest which must be delivered in a written form accompanied with company profiles and copies of relevant documents and testimonials/ recommendations in plain sealed envelope clearly marked with the contract reference number Reference No. MOE/KPEELP/LCS/01/2022-2023 and addressed (in person, or by mail, or by fax, or by e-mail) to;
