Background and Justification
Globally, UNICEF has a renewed focus on investing on the second decade of life. In Eastern and Southern Africa this global vision is being translated across the broad programmatic areas of adolescent health, girls’ education, skills development, protection from violence, innovation and youth empowerment for increased participation and contribution from young people on the issues that affect them most.
UNICEF Eastern and Southern African Regional Office (ESARO) Communication section is working to galvanise and strengthen regional youth engagement platforms; using digital platforms to strengthen regional priorities and programmes through public campaigns; creating customizable communication and advocacy tools that empower young people to become agents of change; and working with young people to create a credible voice on adolescent development in the region.
UNICEF therefore requires the services of a public advocacy expert skilled in providing opportunities for adolescents/young people to communicate and advocate for their rights, concerns and needs;
Engaging influencers who strengthen young peoples’ voices; creating content that engages youth on a range of social media platforms; and working with young people to speak out about their rights to a range of influential audiences, including decision makers and the private sector.
Scope of Work
Under the supervision of the Regional Chief of Communication the Consultant will:
• Facilitate production of Eastern and Southern Africa-focused content and communications materials on UNICEF ESARO’s regional advocacy priorities;
• Provide support to UNICEF ESARO’s group of youth digital reporters, including creating a pack of practical tools for producing photo and video content from start to finish, and providing consistent constructive feedback on content development;
Support Country Offices in the roll out of the Youth Advocacy Guide (launching 3 July 2019) and the linkages in Country Office public advocacy plans;
Support digital strategy in terms of content and youth engagement for UNICEF Africa social media platforms;
Identify interviewees, contact, and then technical assistance in the review of questions developed for 20 podcasts on UNICEF’s strategic priorities and Generation 2030;
Work on digital and media engagement around UNICEF’s Cause Framework launches;
Provide support to regional media outreach on the drought situation in the Horn of Africa (Ethiopia, Kenya, Somalia and Uganda);
Disseminate materials/content/messages to internal channels through UNICEF Division of Communication and National Committees.
Under the supervision of the Regional Chief of Communication for Eastern and Southern Africa, the Consultant will also regularly liaise with colleagues in Country Offices and Headquarters on digital content, style and storytelling, particularly in relation to engaging youth audiences. S/he will also support the creation and coordination of social media strategies and campaigns, monitoring and analysis, and moderation of platforms.
The Consultant may also be called on to provide technical assistance to Country Offices and ESARO staff in producing their own content and championing wider digital editorial processes, the development of youth-focused advocacy strategies and in undertaking media work on humanitarian emergencies and global advocacy priorities.
The Consultant will be required to work with a variety of parties involved in the assignment and will need to develop positive working relationships with partners, stakeholders, and UNICEF staff.
