Background

We are seeking an experienced Strategic Planning Specialist to deliver executive training and advisory support in corporate and public-sector strategic planning, performance management, and strategic plan review. The consultant should have strong knowledge of Kenyan public-sector planning processes and the application of Balanced Scorecard approaches.

Key Responsibilities:

  • Design and deliver executive-level training on corporate and strategic planning.
  • Facilitate strategic-plan development, review, and implementation workshops.
  • Support mid-term strategic-plan reviews and organizational performance assessments.
  • Apply Balanced Scorecard principles to strategy execution and performance management.
  • Facilitate stakeholder consultations and strategy validation sessions.
  • Develop practical strategic-planning tools, templates, case studies and exercises.
  • Provide technical input to proposals, strategic-plan assignments and thought-leadership content.
  • Support organizations and county governments to translate strategic priorities into measurable actions and KPIs.

Minimum Qualifications and Professional Experience:

Academic Qualifications

  • Master’s Degree in Economics, Strategic Management or a related field.
  • Balanced Scorecard training.
  • Professional training in Corporate Strategy, Management or Business Management.

Professional Experience

  • Minimum 10 years of demonstrated experience in economic policy analysis and strategic planning support for corporate organizations and/or county governments.
  • Demonstrated experience working with government partners and other stakeholders in public-sector development programmes.
  • Experience in policy development and capacity development.
  • Strong familiarity with Kenyan public-sector strategic/corporate planning requirements and strategic-plan review processes.

Technical Competencies

  • Strategic planning; corporate planning; Balanced Scorecard; KPI development; strategy execution; performance management; public-sector planning; strategic-plan review.

Key Skills and Attributes

  • Excellent executive facilitation and presentation skills.
  • Strategic thinking and analytical capability.
  • Strong stakeholder-engagement and workshop facilitation skills.
  • Excellent report-writing and documentation.
  • Results-oriented approach and strong professional judgement.
  • Ability to convert strategy into practical implementation actions.

Training & Facilitation Experience

  • Proven experience as a consultant trainer, facilitator, technical adviser, or subject-matter expert.
  • Demonstrated ability to translate technical and professional concepts into practical, participant-centred learning.
  • Training of Trainers (ToT) certification is an added advantage.
  • Strong understanding of adult learning methodologies and competency-based facilitation.

Consultancy Role Focus:

  • Lead strategic-planning training and advisory assignments, including strategic-plan development, implementation support and mid-term reviews.

Mode of Engagement:

  • Successful candidates will be engaged as external consultant trainers on a need basis.
  • Assignments may involve training delivery, technical advisory support, curriculum/content development, workshops, facilitation, and related consultancy services.
  • Further details, including assignment scope, duration, and professional fees, will be provided during the initial engagement meeting.
