Our ideal candidate

We are looking for a professional who is:

  • Educated: Master's degree in Economics, Public Finance, Taxation, International Development
  • Experienced: Minimum 8 years' progressive experience in tax policy, tax administration reform, or development cooperation in Africa
  • Skilled: Proven track record in managing complex, multi-stakeholder technical assistance programmes. Strong project management skills (planning, budgeting, monitoring, reporting)
  • Professional: Excellent diplomatic, negotiation, and relationship-building skills with senior government officials
  • Interpersonal: Strong cultural awareness with the ability to engage effectively at senior levels across governments, institutions, and international partners
  • Language Proficiency: Fluency in English; working knowledge of French and/or Portuguese is a strong advantage

Purpose of position

The African Tax Administration Forum (ATAF) is seeking an experienced Country Programmes Manager to lead the design, implementation, and monitoring of country-specific technical assistance programmes. Drive domestic revenue mobilisation and tax system reform across African member states.

  • Lead the full lifecycle of ATAF country programmes: needs assessment, programme design, resource mobilisation, implementation, monitoring, evaluation, and reporting
  • Build and maintain strategic partnerships with member country tax authorities, ministries of finance, development partners, and regional bodies
  • Coordinate multidisciplinary technical assistance teams (transfer pricing, audit, exchange of information, digitalisation, etc.)
  • Ensure alignment of country programmes with ATAF's strategic objectives and member priorities
  • Facilitate knowledge transfer and capacity building through workshops, peer-learning, and on-site support
  • Monitor programme risks, budgets, and outcomes; prepare high-quality progress and impact reports for stakeholders
  • Proven track record in managing complex, multi-stakeholder technical assistance programmes
