DUTIES AND RESPONSIBILITIES

  • Oversee the development and implementation of financial and accounting policies, strategies, plans and guidelines.
  • Develop and implement an effective accounting management system and procedures aimed at improving the banking and collection of funds.
  • Provide strategic leadership and advise staff on policy matters relating to compliance with statutory financial requirements.
  • Oversee the interpretation and implementation of government policies and circulars relating to the management of funds.
  • Direct the preparation of tax returns and ensure compliance with periodic statutory requirements.
  • Advise the Commission Secretary/Chief Executive Officer and the Board of Directors on effective strategies for minimising tax liability.
  • Develop and implement effective financial management systems and procedures.
  • Oversee the development and implementation of computerised accounting information systems.
  • Interpret financial and accounts reports and statements.
  • Interpret government financial policies.
  • Ensure the efficient allocation and utilisation of financial resources.
  • Oversee the formulation of the Commission’s annual estimates.
  • Coordinate resource mobilisation for funding the Commission’s activities and programmes.
  • Oversee the management of financial information.
  • Coordinate and rationalise estimates, annual appropriation and fund accounts, cash-flow control and cost analysis.
  • Oversee the commitment of funds and expenditure trends.
  • Develop and implement financial management systems and strategies to improve financial reporting and accounting in accordance with government financial policies.
  • Liaise with the Ministry of Finance/Treasury, the Auditor-General’s Department and other relevant government bodies on the interpretation and application of financial and accounting regulations.
  • Implement stringent expenditure-control procedures.
  • Oversee the proper maintenance, storage and security of financial and accounting documents.
  • Oversee the preparation of the budget.
  • Manage risks associated with the finance and accounting function and advise on appropriate mitigation measures.
  • Represent the Commission in finance and accounts matters through stakeholder engagements and forums.
  • Oversee the proper maintenance, storage and security of financial and accounting documents to ensure that they are properly filed, secured and readily accessible.

REQUIREMENTS FOR APPOINTMENT

  • Bachelor’s degree in Commerce (Accounting or Finance option), Economics, Business Administration (Finance or Accounting option), or an equivalent qualification from a recognised institution.
  • Master’s degree in Finance, Accounting, or an equivalent qualification from a recognised institution.
  • Must be professionally qualified in Accounting and hold CPA (K), or an equivalent qualification.
  • At least fifteen (15) years’ cumulative experience, three (3) of which must have been at senior management level.
  • Membership in a relevant professional body and be in good standing.
  • Demonstrated track record in the successful implementation of financial strategies and systems.
  • Strong financial and people-management skills.
  • Strong strategy development and execution skills.
  • Strong planning and coordination skills.
  • Strong problem-solving and analytical skills.
  • Excellent presentation, oral and written communication skills.
  • Ability to make critical and timely decisions in a highly sensitive environment.
  • Meet the requirements of Chapter Six (6) of the Constitution of Kenya.
  • Certificate in Computer Applications.
  • A leadership and management course lasting not less than two (2) weeks.
