CDMUs (Compact Delivery and Monitoring Units) are the primary institutional mechanism through which GEAPP supports governments to deliver on their national compacts under Mission 300. The Director - CDMUs will lead GEAPP’s work to operationalize and strengthen these units across Mission 300 countries, ensuring they have the mandate, tools, capabilities, and partnerships to deliver at scale. Reporting to Africa VP, this role serves as the center of gravity for GEAPP’s government enablement agenda within Mission 300, focusing on building state capacity for implementation, strengthening delivery systems, and institutionalizing coordination platforms that unlock financing and accelerate national outcomes.

Key Responsibilities:

CDMU Strategy and Country Engagement

  • Lead the development of a coherent CDMU support strategy that reflects GEAPP’s theory of change on government enablement and implementation capacity.
  • Support governments in the design, establishment, and evolution of CDMUs, ensuring strong mandates, embedded leadership, and alignment with compact delivery goals.
  • Coordinate and guide country leads in positioning CDMUs as permanent or transitional institutional platforms capable of driving multisector coordination, performance tracking, and adaptive management.
  • Facilitate peer learning, communities of practice, and cross-country insight-sharing among CDMUs.

Delivery Systems and Technical Oversight

  • Coordinate tailored technical support for CDMUs, drawing on internal GEAPP capabilities and external partners in areas such as strategic planning, performance management, MEL, institutional reform, legal/risk advisory, and data systems.
  • Ensure all CDMUs operate with a common framework for delivery: compact-linked work plans, results tracking dashboards, accountability mechanisms, and regular joint reviews.
  • Actively monitor CDMU performance and health, and serve as a problem-solving partner to country teams when delivery lags or institutional challenges emerge.

Enabling Environment and Partner Coordination

  • Anchor CDMUs within broader enabling environment efforts, including policy and regulatory reform, public sector capability development, and donor coordination platforms.
  • Work closely with GEAPP’s partnerships and program strategy teams to secure additional resources for CDMUs; align support from DFIs, philanthropies, and multilaterals behind CDMU-led priorities.
  • Establish and manage a roster of vetted technical assistance providers and policy reform experts to support CDMU institutionalization.
  • Represent GEAPP’s CDMU agenda with government partners, development actors, and at key regional/global forums.

Internal Leadership and Team Management

  • Foster a learning and problem-solving culture rooted in humility, systems thinking, and responsiveness to context.
  • Collaborate across GEAPP’s teams to embed CDMU success metrics into broader Mission 300 performance management.

Qualifications:

  • Master’s degree in public policy, economics, political science, engineering, or a related field.
  • 10+ years of post-graduate experience, with a strong track record in government advisory, institutional reform, or delivery-focused technical assistance in LMICs.
  • Demonstrated experience designing or supporting high-level government delivery units or multistakeholder coordination platforms.
  • Fundraising experience is preferred.
  • Familiarity with energy sector policy, public administration reform, and the challenges of large-scale implementation in African contexts.
  • Strong credibility and communication skills in engaging senior government officials and development partners.
  • Experience with development finance, compact-style programming, or performance-based implementation models is highly desirable.
