Facilitation and Consolidation of the Strategic Plan for the Kenya Field Office – the PAP Segment - (23rd – 26th November 2021)

1.0 Background Information

1.1 About IJM

International Justice Mission (IJM) is a global organization that protects people in poverty from violence. IJM partners local authorities in 33 program offices to combat slavery, violence against women and children, and other forms of abuse against people who are poor. IJM works to rescue and restore victims, hold perpetrators accountable, and help strengthen public justice systems rescue victims of violence, bring criminals to justice, restore survivors, and strengthen public justice systems.

Started in 2001, IJM’s office in Kenya works to combat police abuse of power against people living in poverty as well as sexual assault of children. IJM’s focus is to ensure the well-being of the families affected by this crime, the swift conviction of all involved, and systemic change in Kenya’s justice system to protect the people who are poor and vulnerable from violence.

IJM’s aims to catalyze a global revolution in citizen security that moves governments in the world’s poorest communities to own the work of transforming their criminal justice systems to protect the poor from violence. Our 2030 Vision is to rescue millions, protect half a billion and equip justice systems to shut down the business of slavery and violence—making justice for people who are poor unstoppable

We are a global team of lawyers, social workers, community activists and other professionals in 33 offices across 23 countries who share in the mission of protecting people in poverty from violence.

2.0 The Consultancy

2.1 Purpose of the Consultancy

IJM Kenya is in the process of designing the next phase of its Police Abuse of Power (PAP) work for a period of 6 years starting 2023. This need is informed by the closing of the current strategic framework which is ending in March 2022. IJM Kenya seeks to hire a consultant to facilitate this process. The consultant will therefore be required to work with the IJM staff and in consultations with the key stakeholders to deliver a strategic plan that will provide an informative and most strategic roadmap for the program. the consultant will work under the supervision of the Associate Director, Programs.

IJMs 2030 Vision is to protect 500 million people in poverty from violence through three different case types around the regions that we work in. This global target will encompass several programs, including the PAP program in Kenya, which is targeting to contribute to the protection of 35 million people from police related violence by 2030.

2.1.1 Overall Objective

To work with and guide IJM staff and relevant invited stakeholders in the development and framing of a PAP strategic plan. Conduct an in-depth analysis of the police accountability landscape in Kenya, as well as fact find about future directions for police accountability and use these inputs to develop the most strategic framework for the IJM program in Kenya.

2.1.2 Scope of Work

The consultant will work very closely and in consultation and collaboration with the Associate Director, Programs to:

  1. To develop a Strategic Plan template and framework for use by the Kenya field office.

  2. Review all the necessary background documents and materials. Scan the landscape of policing in Kenya through relevant reviews and critical key stakeholder interviews to gain current insights on trends, statistics, police reform progress and challenges and current discussions within the policing and security sector. From these inputs, be able to identify succinct opportunities and priorities for program work for the next season.

  3. Conduct an appraisal of current program performance and critical organizational practices, and identify strengths that can be leveraged into the next period, while also identifying weaknesses that need to be improved

  4. Carry out an extensive literature review on the landscape of policing and police accountability in Kenya; including IJM program reports, partner reports, national statistics from key government authorities, research, and programmatic reports from credible CSOs who work in this space, legislative and administrative products dealing with policing reforms, among others.

  5. Review, critique, and polish internal pre-planning working documents, mainly consisting of internal thematic working group brainstorming notes and data.

  6. Lead the design workshop with the Associate Director, Programs.

  7. Take the staff through the framing process of the strategic plan that will include all the components of the SP Framework as agreed upon.

  8. Draft the strategic plan in line with the discussions and deliberations of the 4-day retreat, and inputs from interviews with other key stakeholders such as survivors and key partners.

  9. Refine and finalize the strategic plan to incorporate the inputs provided by IJM and present a finer draft for adoption.

  10. Conduct stakeholder validation of the draft strategic plan (A few partners and program leadership team will be invited for validation meeting)

  11. Provide a detailed guidance of the annexes that will require to be developed for the smooth implementation of the Strategic Plan.

2.1.3 Key Deliverables

The consultant is expected to deliver the following outputs:

  1. Inception report detailing interpretation of the TOR and proposed outline for the four-day retreat.

  2. Appropriate data collection tools e.g., interview tools and facilitation tools

  3. A template that will guide the development of the strategic plan.

  4. Draft Strategic Plan

  5. A final strategic plan based on stakeholder feedback.

  6. A list of suggested annexes for the implementation of the strategic plan.

2.1.4 Supervision

The consultant will work under the supervision of the Associate Director, Programs.

2.1.5 Expected Profile of the Consultant

Education: Master’s degree in international development, business administration, governance and leadership or related field (preferred) and or an advanced degree in social sciences.

Experience: At least five years of relevant experience/ carrying out similar tasks is required. Demonstrated experience of running a portfolio of programs and projects within the Kenyan and wider Africa context. Relevant experience may also include among other things demonstrated experience working in international development, justice system reform or business development; governance, work on issues related to human rights defense; research and advocacy for nonprofit or impact litigation organizations; or work in government and international organizations on policies relating to human rights protection.

3. Time Frame

The assignment should take a maximum of (20) days staggered between (insert start date once agreed upon) and (insert end date once agreed upon). These will include the following:

  1. Five (7) preparation days.

  2. Four (4) days of retreat.

  3. Three (4) days for write up.

  4. Three (5) days for finalization of the strategy to include the validation workshop.
