I Choose Life – Africa (ICL) is a youth-focused organization that seeks to empower youth in Kenya and across Africa as the foundation for sustainable development. Registered in 2004 and working closely with Government, ICL has over 17 years of experience implementing evidence-based adolescents and youth programs in over 345 institutions (Primary, Secondary, and Higher learning institutions) across 26 Counties in Kenya. The organization implements programs in Health and Nutrition, Education, Economic Empowerment, and Leadership and Governance Sectors. To ensure maximum impact in these sectors, ICL utilizes a multi-sectoral approach, the Quadra Helix development approach (which brings together the Government, Private sector, Academia, and Civil society) to foster innovative and sustainable transformation in communities.

Job Purpose:
ICL seeks a Health Systems Strengthening (HSS) Lead for an anticipated CDC-funded PEPFAR opportunity in Kenya. The Activity is expected to be a five-year contract to advance Sustainable Implementation of Comprehensive HIV Prevention and Treatment Programs in Faith-based and Private Sites in Nairobi, the Coast, and Western Regions.
This position is contingent upon an award from the CDC.

Job Summary:
Reporting to the Principal Investigator, the Finance Director will assume a strategic role in the overall financial management of the program. S/he will have primary day-to-day responsibility for financial planning, implementing, and managing, and all financial-related activities of the program. This will include direct responsibility for accounting, audit, finance, banking relationships. S/he will be responsible for compliance requirements.

Job Responsibilities
• Provide leadership to finance and operations aspects of the project, including general financial management and processes, sub-award financial management, accounting, and administrative and logistical aspects.
• Coordinate developing and implementing the project operational procedures and adapting global and regional technical resources and tools for the program context.
• Establish and maintain sound and transparent accounting and fiscal control procedures for the project's financial, sub-award, and operations aspects.
• Ensure financial systems compliance with ICL’s policies and procedures, CDC’s rules and regulations, award requirements, and Government of the Republic of Kenya laws.
• Develop, analyze, and monitor program budgets and monitor obligations and expenditures against budgets.
• Manage project procurement processes.
• Advise senior leadership regularly on financial and agreement-related matters.
• Provide technical assistance, as needed, to local partners on financial compliance and reporting.
• Prepare and submit annual and quarterly financial and accrual reports to CDC.
• Contribute to developing high-quality work plans, financial reports, and any other reports required by CDC.
• Liaise with internal and external auditors in the review of project financial management.
• Assure that the project complies with both the donors and internal regulations and procedures
• Provide direction and guidance to local and subcontractor staff on compliance issues, procurement standards/requirements, and other administrative, financial, HR, and logistical questions.
• Supervise other project-based finance, procurement, administrative, and contract & grants staff.

Qualification
• A Master’s Degree or higher in Accounting, Finance, Business Administration, or related field is required; or a Bachelor’s accounting degree with 12 years experience.
• 10 years of relevant experience in administrative and financial management, including overseeing the finance and operations of equally large and complex projects
• 5 years experience working in a developing country
• Experience in working with PEPFAR/CDC, funded projects is desirable.
• Knowledge in generally accepted accounting, budgeting, and fiscal control principles
• Demonstrated experience and skills in developing and managing budgets of multi-million dollars.
• Relevant skills in automated accounting software systems and database spreadsheets
• Experience building capacity in the financial management of community-based organizations and implementing partners.
• Demonstrated ability to create and maintain effective working relations with NGO partners, community-based organizations, and international donor agencies
• Demonstrated leadership qualities, depth, and breadth of financial management expertise
• Fluency in the English language
• Strong interpersonal, writing, and oral presentation skills in English
• Ability to work independently and manage a high-volume workflow
• Relevant computer software skills and familiarity with accounting software
