The HR Analyst, Career Development and Talent Mobility will support the development and implementation of career development and talent mobility initiatives. This role focuses on analyzing organizational talent mobility needs, supporting career development and talent mobility initiatives to enhance UNFPA’s talent management and organizational effectiveness.

You would be responsible for:

A. Career Development:

  • Coordinate and support the design of a cohesive career framework that links corporate talent review outcomes to career conversations and actionable follow-up.
  • Along with the HR Specialist, contribute to the design and implementation of career coaching, mentoring, and sponsorship initiatives to address organizational goals including workplace harmony, DEI initiatives, individual career growth.
  • Coordinate the design and and implementation of a talent identification and development program for high-potential general support staff moving into professional roles.
  • Coordinate the design and maintenance of an online talent management tool (Talent Marketplace) aimed at quickly linking managers with internal talent to address short-term business needs.
  • Engage with HR Business Partner teams to support career guidance and development of management and staff.
  • Manage and oversee the procurement and vendor management.

B. Talent Management and Mobility:

  • Analyze talent and mobility data to identify trends and support decision-making in talent deployment across field and headquarters.
  • Coordinate the design and management of UNFPA’s global talent mobility architecture, including talent reviews, annual rotation, succession planning and placement processes.
  • Support the development of policies and processes that enhance staff mobility and career progression, ensuring organizational readiness in humanitarian and fragile contexts.
  • Coordinate the leadership pool to ensure effective and timely recruitment/placement for key leadership roles globally.
  • Coordinate the design and management of assessment and development centers to ensure selection of strong candidates and to provide targeted leadership development solutions.
  • Engage with HR Business Partner teams to ensure a successful implementation of these initiatives.
  • Coordinate procurement and vendor management.
  • Perform other tasks assigned by the HR Specialist or Chief, Career Development and Talent Mobility.

Data Analysis, Reporting and Client Relationships:

  • Maintain updates to the DHR portal on HR policy, procedures, guidance and Frequently Asked Questions related to area of work.
  • Under the guidance of the HR Specialist, develop and implement client service surveys that assess/demonstrate HR’s performance and value of Career Development and Talent Mobility programs to the organization.
  • Collect and analyze HR data to provide talent management recommendations, including learning needs, career progression, and mobility trends.
  • Prepare reports and presentations to communicate insights and program outcomes to HR Business Partners, leadership and stakeholders.

Under guidance of HR Specialist, regularly conduct external benchmarks on career development and talent mobility.

Qualifications and Experience:

Education:

Advanced university degree in Human Resources, Business Administration, Organizational Development, Psychology, Education, or related fields.

Knowledge and Experience:

  • At least 2 years of relevant experience in HR and talent management, with a focus on career development and talent mobility - first experience in a globally present company or international organization is an advantage.
  • Experience in supporting global talent management initiatives e.g. annual rotation, talent reviews, succession planning, leadership pool management, talent assessments, career development, mentoring, coaching.
  • Experience in managing multiple projects.
  • Exceptional organizational and time management skills.
  • Client-oriented with strong collaboration skills.
  • Excellent written and oral communication skills and the ability to work collaboratively in multicultural environments.
  • Strong analytical skills, with experience in data collection, analysis, and reporting.
  • Familiarity with HR systems and tools for talent management and talent mobility.
  • Knowledge of the international development sector is a plus.

Languages:

Fluency in English is required; Knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
