Background
The People Edge Consulting Ltd. (PEC) is currently in the process of preparing a proposal for a World Bank–funded assignment focused on Human Resource Planning for several public sector organizations.
As part of our commitment to delivering a high-quality, technically robust submission, we are seeking to co-opt experienced individual consultants with strong expertise in public sector HR transformation.
Expert Profiles Sought:
1. Team Leader / Lead HR Planning Expert
- Master’s degree or PhD in HRM, Public Administration, Organizational Development, or related field
- Minimum 10 years’ experience in HR planning, HR strategy, or public sector reform
- Proven leadership in multi-institutional HR assessments
- Strong analytical, communication, and stakeholder engagement skills
2. HRM / HR Development Specialist
- Master’s degree in HRM, Leadership, Public Administration, or related field
- Minimum 7 years’ experience in HR development, training needs assessment, or performance management
- Experience in Ethiopian public sector is an added advantage
3. Organizational Development / Change Management Specialist
- Master’s degree in Organizational Development, Management, or Public Administration
- Minimum 7 years’ experience in institutional transformation, restructuring, or capacity development
- Familiarity with civil service reform frameworks and tools
4. Data Analyst (Workforce Planning)
- Master’s degree in Economics, Statistics, IT, or related field
- Minimum 5 years’ experience in workforce analytics, HR planning, or forecasting models
- Strong quantitative and analytical capabilities
