job summary: The Head of Programmes ensures that ICCO Central, Eastern and Southern Africa develops and implements high quality programs, which are replicable and scalable and ensures that sufficient resources are mobilized for the regional program to grow and expand in line with its Vision.
Mission and Strategic Direction.


Reporting : The Head of Programmes reports to the Regional Manager and works in a multidisciplinary team in close cooperation with the Regional Team, Program Managers and Country Managers. Duty station: Nairobi, Kenya with travel to the field (minimum 35% of the time) Position type: open to both nationals and non-nationals Contract type: Fixed term contract — two year with possibility of renewal based on performance


Core responsibilities:
Programme Development and implementation

  • Develop programmes in line with the ICCO's priorities, strategic direction and plans and using ICCO’s track record and learnings and linked where possible with the different programs, funds and divisions in ICCO
  • Ensuring strong working relationships with (national, regional and international) influential organisations, (private) institutions and donors in collaboration with Country managers and RFO
  • Developing strategic alliances within donor and government agencies, and private institutions. Fundraising
  • Manage the development and implementation of an overall funding strategy linked to the programme's business model and in support of the overall organization's vision and strategic direction

Planning, Monitoring, Evaluation and Learning

  • Develop and implement a PMEL system, with links to GO, that demonstrates outcomes and impact consistently throughout the programme. This includes hiring of experienced M&E consultants staff where necessary to assist in the development of baselines, monitoring assessments or evaluations and capturing lessons learned Profile of the Head of Programmes
  • A graduate in development issues with multi-year relevant senior management experience in international development or a postgraduate qualification.
  • Experience with strategic donor liaison
  • Strong ability to lead the development, piloting and implementation of a new or scaled up programme involving a range of products at an international, regional or national level
  • Experience with strategic donor liaison

  • Excellent ability to build relationships and lead a programme of engagement
  • Experience in direct line management and leadership including remote management of staff in different countries
  • Experience of operating at a senior management level in an international organisation or equivalent
  • Skilled in delivering high level presentations to a range of stakeholders, including senior executives and policy makers
  • Excellent understanding of quality assurance and brand management
  • High motivation, initiative and adaptability in a challenging working environment.
  • Competency in developing and delivering a programme at a similar level
  • Excellent strategic planning and relationship-building l networking and negotiation skills
  • Excellent communication skills with a clear ability to engage and communication across at all levels of an organisation
  • Good understanding and ability to set up, negotiate and commission contracts or framework agreements
  • Ability to develop and manage budgets
  • Management, leadership, mentoring skills and demonstrated creativity and interest in innovation

Working conditions:
40 hours a week with frequent travel in the region (minimum of 35% of the time)
