Nzoia Water Services Company Limited is mandated to provide water and sanitation services in two counties - Bungoma and Trans-Nzoia. To strengthen our team, we are looking for competent and experienced individuals who are proactive and self-driven to fill the following posts:
NZOWASCO/MD/3/2021/3: Head of Technical Services-1 POST, Salary scale 13-14
Reporting to the managing Director .
Job Purpose (Role)
To oversee the Company’s Technical operations for water, ensure that the technical assets of the Company are acquired, maintained and operated according to standard and specifications stipulated by the Service Agreement.


Key Responsibilities
• Provide strategic and technical leadership in the Technical Department to ensure provision of high quality services to customers.
• Support engineers in ensuring quality and timely responses to requests, in compliance with standards and procedures.
• Steer the development of departmental policies, procedures and actions plans in line with the Company mission and objectives.
• Ensure that water infrastructure is operated and maintained to the required standards.
• Advise the Company on the acquisition of capital assets and on all technical matters.
• Provide technical expertise and advise in the acquisition of contractors and consultants for major works.
• Provide overall supervision of major works
• Participate in setting performance targets for technical staff in the Company.
• Oversee the planning and coordination of quality, maintenance and engineering (capacity works) related issues.
• Ensure high quality portable water to customers.
• Develop and monitor implementation of strategies for effective and efficient operations and maintenance in extraction, treatment, distribution of water and disposal of wastewater
• Ensure sufficient availability of water chemicals, reagents and O&M materials;•Develop a structured network expansion plan for the regions based on conducted surveys and make recommendations.
• Attend to major customer complaints on technical issues
• Develop and implement strategies to ensure compliance to water and wastewater quality tests;
• Ensure compliance to safety standards in the technical department;
• Develop and establish water loss/Non Revenue Water is within acceptable limits

Job Specification
Academic/Professional Qualifications/ Experience
• A Degree in Civil Engineering, Operational Geology, hydrology, Water Resource Management, Environmental Management, Water Resource Engineering, Geo-informatics or equivalent from a recognized university
• Master’s degree in the relevant field is an added advantage
• At least four weeks management course
• A Registered Engineer
• Member of a professional body and in good standing
• Eight (8) years relevant working experience with at least three (3) years in a Senior Management position

Level of Education:
Bachelor Degree
