The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is seeking a Humanitarian Affairs Officer (Risk Management and Compliance) at the P3 level. This role is crucial for ensuring that humanitarian operations are conducted in a compliant and risk-aware manner across multiple duty stations.

Responsibilities or duties

The incumbent will be responsible for:

  • Developing and implementing risk management frameworks and strategies for humanitarian operations.
  • Conducting risk assessments and identifying potential threats and vulnerabilities.
  • Ensuring compliance with relevant UN policies, procedures, and international humanitarian law.
  • Providing guidance and support to humanitarian actors on risk management and compliance issues.
  • Monitoring and evaluating the effectiveness of risk management measures.
  • Contributing to the development of contingency plans and emergency preparedness.
  • Preparing reports and briefings on risk management and compliance matters.

Qualifications or requirements (e.g., education, skills)

Candidates should possess:

  • An advanced university degree (Master's degree or equivalent) in international relations, political science, law, public administration, or a related field. A first-level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced degree.
  • A minimum of five years of progressively responsible experience in humanitarian affairs, risk management, compliance, or a related field.
  • Proven experience in developing and implementing risk management frameworks.
  • Knowledge of international humanitarian law and principles.
  • Excellent analytical, communication, and interpersonal skills.
  • Proficiency in English is required. Knowledge of another UN official language is an asset.

Experience needed

A minimum of five years of progressively responsible experience in humanitarian affairs, risk management, compliance, or a related field.
