KEY RESPONSIBILITIES
Digital Transformation & Innovation
- Develop and lead the implementation of the Sacco’s Digital Transformation Strategy.
- Drive migration of member transactions from branch-based services to digital self-service channels, including member onboarding, loan origination and processing, member statements, and customer support.
- Spearhead innovation in digital financial services including mobile banking, internet banking, agency banking, APIs, AI-driven solutions, and fintech integrations.
- Champion automation of business processes to improve turnaround time, operational efficiency, and member experience.
- Continuously research emerging technologies and recommend scalable solutions that enhance competitiveness and service delivery.
ICT Infrastructure & Enterprise Systems Management
- Ensure high availability, reliability, scalability, and optimal performance of core banking systems and ICT infrastructure.
- Manage enterprise networks, servers, databases, cloud services, telecommunications, and digital platforms.
- Develop and implement proactive maintenance programs to minimize downtime and business disruptions.
- Oversee ICT capacity planning, infrastructure upgrades, and enterprise architecture to support future business growth.
- Ensure seamless integration between core banking systems and third-party applications.
Cybersecurity, Risk & Compliance Management
- Develop and implement robust cybersecurity frameworks aligned with regulatory requirements and industry best practices.
- Establish and maintain controls to safeguard systems, member data, and digital channels against cyber threats, fraud, and unauthorized access.
- Oversee vulnerability assessments, penetration testing, access management, and continuous security monitoring.
- Ensure compliance with SASRA regulations, the Data Protection Act, ICT governance policies, and information security standards.
- Lead cybersecurity awareness programs and cultivate a security-conscious culture across the organization.
Business Continuity & Disaster Recovery
- Develop, implement, and regularly test Business Continuity Plans (BCP) and Disaster Recovery Plans (DRP).
- Ensure reliable backup systems, redundancy controls, and recovery mechanisms for critical business systems.
- Coordinate disaster recovery simulations and ensure operational resilience during system failures or disruptions.
- Monitor and continuously improve business continuity readiness across the Sacco.
ICT Governance & Service Delivery
- Develop and enforce ICT policies, procedures, standards, and governance frameworks.
- Monitor ICT service performance and ensure agreed service levels are consistently achieved.
- Manage ICT vendors, service providers, contracts, and technology partnerships.
- Prepare and manage the ICT budget while ensuring cost-effective utilization of technology resources.
- Provide regular reports and recommendations to Management and the Board on ICT performance, risks, and strategic initiatives.
Team Leadership & Stakeholder Management
- Lead, mentor, and develop the ICT team to achieve departmental objectives.
- Foster a culture of innovation, accountability, continuous improvement, and high performance.
- Collaborate with business units to identify technology needs and deliver solutions aligned with organizational objectives.
- Support change management initiatives associated with digital transformation projects.

QUALIFICATIONS AND EXPERIENCE

- Professional certifications such as CISA, CISSP, ITIL, or equivalent are mandatory.
- Minimum of seven (7) years’ relevant ICT experience, with at least three (3) years in a managerial role, preferably within a SACCO, banking, financial services, or fintech environment.
- Proven experience in digital transformation, cybersecurity, enterprise systems management, and ICT governance.
- Demonstrated success in managing core banking systems, digital financial platforms, and technology-driven business initiatives.
- Strong understanding of ICT regulatory requirements, information security frameworks, and data protection regulations.
