Regional Head, East Africa

The RHEA role requires an experienced, proactive, and energetic individual with strong leadership, management, proposal management, negotiation, and people skills. The right individual would combine the drive to compete for and win large-scale contracts with the emotional intelligence required to work across different teams, geographies, and cultures.

Business Development and Account Management (50%)

  • Play a key role in the design and execution of the East Africa strategy.
  • Deliver on East Africa strategy by winning, negotiating, and taking to contract the right mix of work opportunities.
  • Ensure a technically relevant, financially attractive, and secure pipeline of future work across a range of key clients, geographies, services, and sectors.
  • Prioritize key and strategic accounts within USAID and other relevant USG or US based accounts.
  • Lead and support company-wide on technical and commercial tenders and contractual negotiations in the region.
  • Identify and build relationships with key accounts in East Africa including key government and private sector clients to understand their needs and work to identify solutions.

Project Delivery (30%)

  • Lead select contracted programmes in the region in governance or management capacities as Program Director or as a member of the program’s governance board.
  • Lead on programmatic responses to strategic risks and opportunities.
  • In close collaboration with the Services Team, balance internal and external resource requirements to optimally deliver a portfolio of contracted projects and programs.
  • Be accountable for ensuring programs are delivered on time, on budget, to high levels of quality and in keeping with Integrity’s ethics and ethos, by effectively managing and/or overseeing program teams.

Operational And Project Support (10%)

  • Ensure the support, facilitation and safety of all Integrity staff and consultants working in East Africa.
  • Ensure regional support to the security, logistics and safe delivery of all projects in East Africa, in close consultation with the Corporate and Operations teams. .
  • Understand, analyze, and effectively communicate security, reputational, delivery, resource, and pipeline risks.

Staff Management (10%)

  • Provide senior leadership and line manage select Integrity staff and consultants

Your Experience and Expertise

You will have:

  • A Bachelor or Master’s degree in international development, international relations, business administration or a related discipline.
  • 10+ years’ experience in business development, project and program management and other relevant fields, including 10 years of experience managing complex international donor proposals. Demonstrated experience in direct management and/or oversight of USAID projects.
  • Demonstrated experience in winning, contracting and directing large projects and programs with major donors, including USAID and the World Bank.
  • Extensive experience leading BD teams and serving in multiple proposal rules, including capture and proposal manager, technical writer, and reviewer. Excellent writing, editing and communication skills. Ability to produce clear, compelling, motivating communications and to learn new audiences quickly.
  • Demonstrated experience managing a diverse client base and donor pipeline.
  • Demonstrated experience working with international teams in different locations to successfully deliver bids.
  • An excellent ability to communicate, work in a team, and collaborate with individuals with diverse technical backgrounds and with external stakeholders including government entities and international agencies.

It is desirable that you will also have:

  • An understanding and experience of working with Foundations (GATES, HP, Rockefeller etc).
  • MEL experience in the international development or consultancy sectors.
  • Experience in fragile and conflict affected environments.

Senior Finance And Operations Manager

The Senior Finance and Operations Manager will ensure the compliance and integrity of the financial, administrative, HR and procurement functions of SMLP-2, in accordance with USAID and Integrity’s financial policies, procedures, and regulations, as well as Somalia and Kenya accounting and taxation requirements. Reporting to the Chief of Party, the SFO Manager will supervise the Bookkeeper and Security Operations Officer.

Terms of Reference

Finance

  • Prepare and review all SMLP-2 financial documents for accuracy, compliance with USAID and Integrity policies, and send end-of-month original financial reports and cash and bank reconciliations to the Integrity Global HQ Finance team.
  • Maintain all SMLP-2 financial records and prepare funds request for Integrity HQ, in coordination with the COP.
  • Ensure financial records and backup documentation is ready and available for internal and external audits, as needed.
  • Work closely with key personnel to implement, and maintain financial management policies, systems, structures, and procedures for the project.
  • Monitor all project / field level expenses, together with the COP, according to Integrity’s SMLP-2 field office budget.
  • Develop monthly cash projections for the project's financial needs for procurement, project activities, payroll, subcontracts, maintenance and repair services, staff travel, and cash needs.
  • Ensure that all financial functions of the SMLP-2 office are carried out within the framework of Integrity’s and USAID’s policies and procedures.
  • Safeguard Integrity’s assets under the SMLP-2 contract and maintain ethical conduct and fiscal transparency at all times.
  • Any other finance related tasks as assigned by the COP or HQ Finance Manager.

Human Resources

  • Oversee human resources management in compliance with local laws and practices.
  • Support project recruitment, hiring and personnel management in accordance with Integrity policies, USAID regulations, local laws, and the SMLP-2 Personnel Manual.
  • Supervise preparation and maintenance of employee files and leave tracking.
  • Manage employee benefits administration.

Procurement and Logistics

  • Ensure procurements are compliant with USAID rules and regulations (AIDAR & FAR) and that the SMLP-2 inventory list is regularly updated to confirm all property is well maintained and properly labeled.
  • Review and verify Purchase Request Forms (PRFs) and Purchase Orders (POs), ensuring adequate funds, expense authorization, supporting documentation, accuracy of amounts, and control over payments.
  • Other project-related duties as required and requested by the Chief of Party.

Your Education and Experience

  • Minimum of five (5) years of relevant work experience.
  • Bachelor’s degree in administration, accounting, finance, or relevant field is preferred.
  • Proficient with Microsoft Excel and QuickBooks.
  • Familiarity with FAR and USAID regulations.
  • Previous experience working on USAID-funded projects strongly preferred.
  • Familiarity with local labor law preferred.
  • Strong attention to detail, prioritization, and organizational skills required.

Required Interpersonal Skills

  • Ability to effectively and efficiently handle multiple tasks simultaneously with precision and adapt to changes in responsibilities and workloads.
  • Must be professional, possess a high degree of urgency and self-motivation, and have a strong work ethic.

Senior Analyst (SMLP-2)

Reporting directly to the Senior Monitoring Advisor, the Senior Analyst will work as part of the SMLP-2 monitoring team to assist with the analysis and reporting process for third-party monitoring activities for the USAID/Bureau for Humanitarian Assistance (BHA) projects in Somalia. Working closely with the Monitoring Analyst and other relevant team members, s/he will help clean code and analyze third-party monitoring data and contribute to the drafting of third monitoring reports and other written deliverables.

Terms of Reference

Planning and Design

  • Support the development and refinement of data collection tools, data processing systems, coding protocols and analysis plans.
  • Support the set-up of the data flow and analysis processes.
  • Design training material for monitoring teams and the SMLP-2 reporting team.
  • Participate in monitoring and analysis skills and systems training for both monitoring teams and other SMLP-2 team members.
  • As required, coordinate with the local partners to ensure the uptake of data processes during the design and initial implementation phase.

Data Analysis and Reporting

  • Work with the Monitoring Analyst and monitoring team members to transfer raw monitoring data onto the analysis system for cleaning and quality assurance checks.
  • Review and conduct quality assurance checks of third-party monitoring data.
  • Code qualitative and quantitative third-party monitoring data.
  • Conduct initial analysis of data.
  • As needed, draft and finalize assigned sections of monitoring reports and other deliverables.
  • Conduct quality assurance checks of reports, incorporating implementing partner and USAID/BHA feedback.
  • Lead the planning and management of the data analysis workshops, as needed.
  • Participate in the presentation of findings to stakeholders, as needed.

Personnel Management

  • Oversee the work of the Monitoring Analyst.

Your Education and Experience

The Senior Analyst must have:

  • A Master’s degree in international affairs/development and social science with practical research experience is required.
  • More than five years of demonstrated experience in qualitative research and/or monitoring, evaluation and learning in the humanitarian or development sectors of Somalia.
  • Practical knowledge of remote third-party management methodologies.
  • Exceptional organizational skills, attention to detail and follow through.
  • High levels of proficiency with Microsoft Excel and PowerBI.
  • Experience working with data collection software such as Kobo Toolbox or SurveyCTO preferred.
  • Experience with monitoring donor-funded programs, preferably with a familiarity of USAID.
  • Familiarity with the operations of BHA programs and knowledge of IP activities in Somalia is highly desirable.
