Consultant to Develop the Sexual Gender-Based Violence Court Users’ Committees (CUC) Guidelines 

To achieve this, the Expert will undertake the following duties and responsibilities

  • Develop an inception report, including an annotated outline indicating understanding of the assignment, a proposed work plan for the execution of the assignment, methodology and timelines by the 5th day upon signing the contract;
  • Carry out an inception meeting with IDLO and the High Court Family Division- Children Court, the Standing Committee on Access to Justice for Children (SCAJC) and the National Council on the Administration of Justice to discuss the TORs and the scope of the assignment, methodology, and expectations on the 10th day upon signing of the contract;
  • Carry out extensive desktop and field assessment to identify key components to be included in the Standard Operation Procedures (SOPs) for a model Children Court;
  • Develop standards to advise on the design, structure, and operationalization of statutory children holding institutions this includes, children rehabilitation centers, remand homes, Child protection units amongst others. These should take into account the age, needs and gender of the children.
  • Conduct wide stakeholder consultations in the process of developing the Standard Operation Procedure for a model Children Court;
  • Using the findings, develop a Draft Standard Operations Procedure (SOPs) for a Model Children Court in Kenya with the attendant annexures.

DELIVERABLES

  • An Inception Report detailing the understanding of the assignment, methodology, timelines, and work plan, within the first ten days of the assignment.
  • A final Standard Operating Procedures (SOPs) for a Model Children Court in Kenya with the attendant annexures.

DURATION

The consultancy contracts will run from 15th December 2022 to 30th March 2023. The assignment is output-based, and flexibility of schedules and availability might be required to ensure completion of work within the time frame.

The consultant(s) should have the following skills, qualification and experience

Education

  • A bachelor’s degree in Law, Public Policy, Rule of Law from a university recognized in Kenya.
  • A master’s degree or additional studies in drafting, development of SOPs will be an added advantage.

Experience

  • Minimum of 10 years relevant professional experience in Rule of Law and knowledge of contemporary child justice matters.
  • Demonstrated experience in the development of Standard Operating Procedures (SOPs), manual.
  • An advocate of the High Court in the children's court/ or understanding/experience in children matters.
  • Demonstrated experience leading assignments of similar nature for high level government agencies, with a focus on access to justice/administration of justice/rule of law.

Expert to Develop Standard Operating Procedures (SOPS) for a Model Children Court in Kenya

THE ASSIGNMENT

The Standard Operations Procedure (SOPs) will inform the standardization of operations for Children’s Courts in Kenya as envisioned under the New Children’s Act. The SOPs will be applied by the Family Division of the High Court to ensure that operations at the Children’s court are carried out correctly and in a uniform manner.
