Background

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities and is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners in over 90 countries to build inclusive, safe, resilient and sustainable cities and communities through knowledge, policy advice, technical assistance and collaborative action and to promote urbanization for a positive transformative change. A three-tier governance structure made up of the UN-Habitat Assembly, the Executive Board and the Committee of Permanent Representatives oversee UN-Habitat’s work and provides an effective oversight mechanism for UN-Habitat to enhance its normative and operational activities. UN-Habitat’s Regional Office for Africa (ROAF) is working with close to 40 African governments to develop strategies for sustainable urban development. The portfolio of ongoing projects in Africa is diverse in terms of geographic coverage and development partners. The East and Horn of Africa Sub-Region covers nine (9) countries including Kenya, Tanzania, Uganda, Somalia, Ethiopia, South Sudan, Djibouti and Eritrea where ROAF is responsible for the programming. The Kenya Country Office (KCO) in the UN-Habitat is part of the Sub-Regional Office under ROAf and presents strategic importance within the broader framework of UN-Habitat. KCO’s unique position of operating across both the regional and sub-regional offices and headquarters, all of which are in Nairobi, presents distinct opportunities for scaling up programming and impact. The KCO has implemented over 30 projects since 2010 in 22 Counties in Kenya. Several programmes are running including: Partnership Implementing the New Urban Agenda (PINUA), a joint program of UN-Habitat and the Government of Kenya with funding from the European Union (EU) to develop models and approaches for filling the gap in affordable housing in the context of Kenya; the Busia Metro cross-border project in Kenya and Uganda, whose main objective is to harness property rights and building resilience of local governments in the target sites including women and youth traders in the greater Busia metro; The GO BLUE Project focusing on sustainable land-sea planning guidelines and integrating land and sea planning along the Coastal Counties; collaboration with county governments, enhanced service delivery, and increased urban resilience such as through the Water as Leverage (WaL) activity that has also played a crucial role in integrating water and livelihoods for sustainability; Strengthening Planning for Resettlement and Integration of Refugee Communities at Kalobeyei amongst others.

In Kenya, the Partnership for Implementing the New Urban Agenda (PINUA) Project has been developed, with funding from the European Union (EU), to demonstrate the achievement of inclusive, green and resilient urbanization in Nairobi and Kisumu counties. The specific objective of PINUA is to unlock and upscale adequate green housing and communities’ eco-production in the targeted counties. UN-Habitat has produced numerous knowledge products, including flagship publications, report series, fact sheets, guides, tools, etc. Among these are over 100 thematic reports at global, regional and country level; over 52 publications on housing rights; and 30 national housing profiles which can be leveraged upon by PINUA to enhance affordable housing. On its part, PINUA continues to generate a wide range of data and information including housing analytics, financial modeling, community mobilization strategies, social infrastructure, participatory housing and landscape design amongst others. This information will need to be effectively managed for effective utilization by the diverse categories stakeholders including government, civil society, private sector, academia, development partners and local communities.

Objectives

The objective of this TOR is to guide the process of selecting a suitable consultant to support knowledge management under PINUA. The specific objectives include: - 1. Developing knowledge management tools of the AHP through the Affordable Housing Knowledge Management Hub(AHP Hub). 2. Promoting learning and replication at the national, sub-regional and continental levels thereby supporting accelerated rollout of the AHP projects 3. Promoting co-creation with value addition, incubation and innovation that will enable knowledge management and institutionalization of best practices in the housing value chain in Kenya 4. Dissemination of best practices on AHP through a housing management information system.

Duties and Responsibilities

Under the overall supervision of the Head of East and Horn Sub-Region , the direct supervision of the Head of the Kenya Country Programme, and the technical guidance from National Officers, the consultant will be required to collaborate and work closely the consultant will be required to collaborate and work closely with consultants in the KCO while and synergizing the respective outputs.

The following are the specific tasks and responsibilities associated with this consultancy:

I. Consolidating and documenting data and information in the Kenya Country Office

  • Collect, organize and document data from housing and slum upgrading specialists, including baseline surveys, analytics, financial model, value-chain studies, community engagement strategies, environmental inputs, planning and design.
  • Align all documented data with the Government of Kenya’s Affordable Housing Programme to support policy harmonization.
  • Ensure all facts and figures are consistent with UN-Habitat project data and publications relevant to KCO

II. Developing relevant knowledge products for the KCO

  • Develop relevant and suitable knowledge products including published reports, presentations, video scripts, popular versions, manuals, guides, and databases ensuring compliance with legal and regulatory requirements related to knowledge management within the UN and the Government of Kenya.
  • Adapt UN-Habitat Knowledge management and innovation tools to create effective knowledge-sharing platforms for pilot countries

III. Knowledge Management Audit and Strategy (including a framework for collecting, storing, retrieving, sharing and dissemination of processes and best practices)

  • Develop a comprehensive Knowledge Managemen
