Principal Examination Administration Officer - Grade 3

Job Purpose 

Examination Officers will be responsible for the Examination Administration process.

Job Specifications:

The main duties and responsibilities will include but not be limited to;

  • Implementing Examination policies; strategies and plans;
  • Developing and managing the examinations frameworks;
  • Preparing examinations schedules for the Board;
  • Ensuring processing of candidates marks and release of examination results for  all examinations;
  • Ensuring security and confidentiality of all examination materials and  processes; 
  • Maintaining safe custody of examination materials;
  • Facilitating efficient administration of examinations;
  • Processing exemption requests and making recommendations;
  • Analyzing exam results and making recommendations. 
  • Processing candidates’ marks for all examinations;
  • Receiving and examining exemptions and appeal applications and credentials  for new and continuing students to ascertain their eligibility; 
  • Managing student registration process; and
  • Developing budgets and work plans for the department.

Person Specifications 

For appointment to this grade, an officer must have: -

  • Served in the grade of a Senior Examination Administration Officer for a minimum period of four (4) years or in a comparable and relevant position in the Public Service or Private Sector for a minimum period of ten  (10) years, four (4) years of which must be at a management level; 
  • Bachelor’s degree in Education or equivalent qualification from a  recognized institution;
  • Master’s degree in any of the following disciplines: Education, Human  Resource, Business Administration or equivalent qualification from a  recognized institution;
  • Post graduate Diploma in Human Resource Management;
  • Possession of Certified Human Resource Professional(CHRP) is an added  advantage; 
  • Management Course lasting not less than four (4) weeks from a recognized  institution;
  • Member of Institute of Human Resource Management or any other  relevant professional body in good standing;
  • Proficiency in computer applications;
  • Fulfilled the requirements of Chapter Six of the Constitution
  • Demonstrated professional competence and managerial skills as reflected in  work performance and results.

Senior Examination Administration Officer, Grade 4 (Re-Advertised)

Job Specifications 

Duties and responsibilities at this level entail:

  • Implementing policies, standards and procedures for administering  examinations;
  • Ensuring candidates applications are processed, assess candidates’ eligibility,  process examination fees and produce acknowledgement letters;
  • Processing exemption requests and making recommendations;
  • Receiving and examining exemptions and appeal applications and credentials  for new and continuing students to ascertain their eligibility;
  • Preparing and circulating examination timetables;
  • Checking and finalizing candidates lists for examination sitting;
  • Ensuring data and information is accurately entered and protected in the  Examinations Management System;
  • Coordinating marking of examinations and preparing detailed reports;
  • Analyzing exam results and making recommendations;
  • Experience in managing online examinations;
  • Processing candidates’ marks for all examinations;
  • Managing student registration process; and

Person Specifications 

For appointment to this grade, an officer must have: -

Principal Information & Communication Technology Officer, Grade 3

Job Purpose 

The Information & Communication Technology Officers are responsible for developing ICT  solutions and promoting the use of ICT in the delivery of services.
 
Job Specifications: 

The main duties and responsibilities will include but not be limited to:

  • Developing, implementing and reviewing ICT policies, strategies, procedures,  programs and guidelines;
  • Providing management with technical reports for decision making and operational  support;
  • Coordinating computer network access and use;
  • Coordinating the implementation of network security measures;
  • Establishing appropriate operational procedures, tools and resources;
  • Coordinating the development of business plans, annual work plans and  budgets in the Division;
  • Preparing the Unit’s quarter and annual reports and coordinating Performance  Management and capacity building in the Unit.

  • Bachelor’s degree in any of the following disciplines: Computer Science, Information  Technology, Business Information Technology or any other equivalent qualification  from a recognized institution;
  • Master’s degree in any of the following disciplines: Computer Science, Information  Technology, Business Information Technology or any other equivalent qualification  from recognized institution;
  • Certificate in any of the following: Certified Information Systems Auditor (CISA),  Cisco Certified Network Associate (CCNA), Microsoft Certified System Engineer  (MCSE) or any other equivalent and relevant qualification from a recognized  institution;
  • Management Course lasting not less than four (4) weeks from a recognized institution; 
  • Membership to a relevant professional body;
  • Proficiency in computer application skills; 
  • Experience in software development, cloud computing and online examinations;
  • Have demonstrated merit and ability as reflected in work performance and results;
  • Fulfilled the requirements of Chapter Six of the Constitution

Principal Test Development Officer- Grade 3

Job Purpose 

Test Development Officers will be responsible for the Test Development process.
 
Job Specifications: 

The main duties and responsibilities will include but not be limited to:

  • Implementing test development policies, strategies and plans;
  • Supervising the test development framework;
  • Designing evaluation modules; 
  • Supervising panel meetings;
  • Designing and reviewing criteria for recruitment of setters, markers,  moderators and invigilators;
  • Coordinating proof reading and quality checks;
  • Evaluating the quality of items;
  • Ensuring security and confidentiality of all examination materials and  processes; 
  • Maintaining safe custody of examination materials;
  • Ensuring that valid and reliable evaluation procedures are integrated into the  curriculum; and 
  • Preparing examinations development budget, procurement plan;

Person Specifications 

For appointment to this grade, an officer must have: -

  • Served in the grade of a Senior Test Development Officer for a minimum period of  four (4) years or in a comparable and relevant position in the Public Service or Private  Sector for a minimum period of ten (10) years, four (4) years of which must be at a  management level; 
  • Bachelor’s degree in Education or equivalent qualification from a recognized  institution;
  • Master’s degree in any of the following disciplines: Education, Human Resource, Business Administration or equivalent qualification from a  recognized institution;

Records Management Assistant - Grade 7

Job Purpose 

The Records Management Assistants are responsible for organizing and maintain information  and records in the Board’s registries. They are also responsible for the preservation of the  Board’s official records and the development and maintenance of record retention and  disposal procedures.

Job Specifications:

The main duties and responsibilities will include but not be limited to;

  • Receiving, filing and marking mails and documents to action officers;
  • Compiling relevant Board records for use by various stakeholders;
  • Supervising the implementation of records management programs in line with the  Board’s policy and the Public Archives and Documentation Service Act;
  • Opening files and file indexing; 
  • Ensuring security of information/files /documents in the Board and registry  archives; 
  • developing and maintaining up-to-date file movement records; 
  • Participating in disposing temporary records in line with the Board’s Compilation  Records Retention/Disposal Schedule; and
  • Classifying and indexing of records and scanning.

Person Specifications 

For appointment to this grade, an officer must have: -

  • Diploma in Records Management, Library Science or equivalent qualification from  a recognized institution;
  • Four (4) years’ experience in records management;
  • Proficiency computer applications; and
  • Fulfilled the requirements of Chapter Six of the Constitution.

Senior Planning & Strategy Officer- Grade 4

Job Purpose 

Planning Officers are responsible for developing, ensuring implementation of Board strategies,  policies, programs and projects. The Planning Officers will also ensure effective Monitoring  and Evaluation to enable achievement of Board functions.

Job Specifications: 

The main duties and responsibilities will include but not be limited to;

  • Ensuring that HRMPEB ‘s strategy remains fit for purpose by helping to conduct  the annual strategy review;
  • Coordinating the review of the Strategic Plan; 
  • Writing Reports and recommendations on implementing the Board’s strategic  plan;
  • Providing project management support to HRMPEB corporate planning process,  and provide ongoing advice and support to help teams develop credible plans to  effectively implement the strategy;
  • Evaluating and consolidating reports prepared at lower levels
  • Coordinating monitoring and evaluation of Board activities to ensure  harmonization and effectiveness.

 Person Specifications 

For appointment to this grade, an officer must have: 

  • Served in the grade of a Planning & Strategy Officer for a minimum period of four (4)  years or in a comparable and relevant position in the Public Service or Private Sector  for a minimum period of six (6) years;
  • Bachelor’s degree in any of the following disciplines: Economics, Statistics, Mathematics or equivalent qualification from a recognized institution;
  • Membership to a relevant professional body of good standing;
  • Management Course lasting not less than four (4) weeks from a recognized  institution;
  • Proficiency in computer applications skills; 
  • Fulfilled the requirements of Chapter Six of the Constitution;
  • Demonstrated merit in work performance.

Accountant, Grade 5

Job Purpose 

Accountants are responsible for authorization of payments and accounting for the HRMPEB funds. 

Job Specifications 

Duties and responsibilities at this level entail: 

  • Preparing and verifying payment vouchers as well as revenue vouchers and submit  for processing in accordance with the laid down rules and regulations; 
  • Carrying out routine accounting work such as balancing of cashbooks, imprest and  advances;
  • Maintaining registers of documents received and dispatched;
  • Primary data entry in ledgers, cashbooks, vote books and registers; 
  • Issuing receipts for monies received; 
  • Filing payments and receipt vouchers and ensure safety of accounts files; 
  • Filing simple statutory returns with relevant institutions; 
  • Entering in the system entries relating to revenues and expenses; 
  • Processing imprests, advances and other disbursements and remit statutory  deductions; 
  • Preparing and maintaining financial records; 

Person specifications 

For appointment to this grade, a candidate must: -

  • Bachelor’s Degree in any of the following disciplines: Finance, Accounts  Commerce (Finance Option), Business Administration, Business Management,  Economics or its equivalent from a recognized institution;
  • Proficiency in computer applications skills;
  • Four (4) years’ Experience in Public Sector Accounting; and
  • Fulfill the requirements of Chapter six of the Constitution

Quality Assurance and Accreditation Officer, Grade 5 (Re-Advertisement)

The cadre is responsible for ensuring that standards and quality of examination provision and  accreditation processes undertaken conforms to predetermined specifications and complies  with both statutory requirements and customer requirements. 

Job Specifications

Duties and responsibilities will entail:

  • Implementing policy on matters related to Quality Assurance and Accreditation; 
  • Developing regulations, standards and guidelines for quality assurance and  accreditation;
  • Creating database for accredited institutions;
  • developing assessment standards;
  • developing accreditation criteria and quality standards;
  • conducting institutional accreditation;
  • preparing data collection tools; and
  • conducting periodic review of accreditation benchmarks.

Person Specifications 

For appointment to this grade, a candidate must have: -

  • Bachelor’s degree in any of the following disciplines: Education, Human Resource,  Business Administration or equivalent qualification from a recognized institution;
  • A minimum of six (6) years Quality Assurance experience in examinations related institutions.
