JOB DETAILS:

THE OPPORTUNITY

Reporting to the Head, Impact & Outcome Measurement, the Lead, Impact & Outcome Measurement will manage systems and processes related to impact and outcome measurement. Under the supervision of the Head of Impact & Outcome Measurement, this role will provide technical and operational support to country impact leads in designing and executing impact and outcome measurement processes/activities.

WAYS YOU CAN CONTRIBUTE

• Under the leadership of the Head of Impact & Outcome Measurement, translate the impact measurement strategies into specific impact measurement processes and activities. 
• Participate in various technical working groups to strengthen impact measurement systems and processes across the Foundation. 
• Support the Head of Impact & Outcome Measurement in the development and monitoring of the Impact & Outcome Measurement workplan to enable the delivery of measurement priorities. 
• Support the Head of Impact & Outcome Measurement to continuously evolve the Foundation's Shared Measures framework in response to changes in the Foundation's program approach, such as Portfolio Programming. 
• Ensure familiarity with the approaches, methods, and critical thinking of leading experts in impact & outcome measurement fields relevant to the Foundation's work, such as resilience, equity, finance, market systems, and sustainability. 
• Provide technical leadership to Impact Partner Organizations throughout the Country Impact Leads in the design of measurement activities such as baselines, and impact monitoring, among other impact measurement activities across the Foundation.  
• Provide quality assurance support to Country Impact Leads in the execution of specific impact measurement activities. 
• Provide technical support in the statistical analysis of impact measurement data following the shared measures framework. 
• Provide technical support in preparing and communicating results of the impact measurement activities to inform decision-making and improve program outcomes. 
• Support the Head of Impact & Outcome Measurement in oversight and quality assurance of deliverables and support from external consultants and impact partner organizations.
• Contribute to knowledge products in collaboration with Foundation teams.  
• Coordinate the capture and sharing of lessons from implementing the Foundation's outcome measurement activities.   
• Keep abreast of developments within the youth employment and international development sectors and synthesize learnings to inform impact and outcome measurement within the Foundation. 
• Support a deeper understanding of impact and outcome measurement at the Foundation through participation in conferences, discussion forums, and panels. 
• Support impact team leaders to prepare articles for publications and conference presentations.
• Participate and contribute to agreed and relevant external forums and networks to showcase the Foundation's impact and outcome measurement work.  

WHO YOU ARE

• Advanced University degree, or a combination of relevant experience and education in development sector-related work 
• Minimum 10 years of experience in the Monitoring and Evaluation (M&E) field, including minimum 5 years of management experience in leading the implementation of impact measurement activities for large development organizations, preferable donors, or global Foundations. 
• Demonstrate experience and knowledge in conducting competent multi-country impact and outcome measurement activities such as baselines, monitoring, and program assessments. 
• Experience in providing M&E technical support to various M&E service providers. 
• Experience in sharing monitoring and evaluation insights with senior leadership and other stakeholders.  
• Willingness for 50% travel across African Countries.
• Demonstrated experience in developing impact measurement frameworks, theory of change, and indicators for development organizations. 
• Advanced expertise with at least one of the following statistical packages SPSS, Stata, MATLAB, or R-Studio.
• Ability to translate complex ideas and make them accessible to diverse stakeholders. 
• Excellent strategic communication and writing skills.  
• Proficiency in English is required. French would be an added advantage.
• Demonstrated proficiency in Microsoft Office.
• Experience in supervising and technically supporting personnel and organizations around monitoring and evaluation. 
• Outstanding attention to detail with the ability to thrive in a fast-paced environment of ongoing growth. 
• Self-directed, active problem solver. 
• Flexible, adaptable, and able to execute a range of job duties and changing priorities.
• Possess excellent verbal, written, and presentation skills with the ability to articulate information to a variety of constituents across cultures.
• Possess professional maturity, sensitivity with different cultures, and impeccable integrity that exemplify the Foundation’s values.
