Duties and responsibilities
- Oversee the formulation, implementation, and review of the Corporation’s legal strategies, guidelines, and the development of relevant legislations, regulations, and policies to safeguard the interests of the Corporation
- Providing legal advisory services to the Corporation to ensure compliance with existing law and regulatory requirements;
- Leading legal negotiations on rail operation-related matters and interpreting operation documents to safeguard the Corporation's interests
- Reviewing and providing advice on the management of contracts to safeguard the Corporation's assets & reputation
- Reviewing & authorizing conveyance instruments on acquisition and/or transfer of Corporation property / asset, and ensuring proper registration of the same
- Managing and advising on dispute resolution between various stakeholders and the Corporation to protect the corporation’s assets & reputation
- Recommending the appointment of external lawyers to represent the Corporation and liaising with them to ensure service delivery
- Managing legal issues relating to employee and pension liability claims, as well as carrying out due diligence investigations on claims
- Advising and guiding the Corporation on restitution processes for its assets;
- Managing the corporation’s legal registry, including updating legal documentation, regulations, ordinances, and policy manuals to ensure compliance
- Identifying, implementing, and benchmarking best practices in management
- Managing and implementing change initiatives to achieve desired business plans and culture
- Spearhead formulation, implementation, and review of the annual plans, budgets, and procurement and asset disposal plans in line with the Board’s performance targets and strategic plan;
- Lead in the execution of risk management policy and strategies that ensure the department has a robust system and processes of accountability, risk management, internal controls, business continuity, and succession management;
- Provide leadership to ensure continuous improvement of business processes and controls in the department and develop mechanisms for corporate consultations, increase public participation and involvement in the Corporation’s policies and programs;
- Foster a corporate culture that promotes ethical practices and good citizenship within the department.
- Oversee implementation of principles of Corporate Governance, relevant national policies, guidelines, and directives within the Department;
Requirements for the job
For appointment to this position, a candidate must have:
- Master’s degree in a relevant field from a reputable institution.
- Bachelor’s degree in Law from a reputable institution
- Postgraduate Diploma in Law from the Kenya School of Law or such similar qualification from a reputable institution
- An advocate of the High Court of Kenya
- Member of the Law Society of Kenya in good standing
- Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution.
- At least ten (10) years relevant experience, five (5) of which should be at a management level in a State Corporation or a comparable organization in the public service or private sector
