Specific Tasks to be performed by the consultant:

  • The Consultant will work closely with the Ethics and Anti-Corruption Commission (EACC), the European Union (donor), and the United Nations Office on Drugs and Crime (UNODC, ROEA, and Headquarters) to perform the following substantive duties for the development of the Integrated Case Management System (iCMS):
  • Gather and Document System Requirements: Collaborate with EACC to collect and document detailed requirements for the iCMS, ensuring alignment with organizational goals.
  • Conduct Stakeholder Consultations: Engage EACC stakeholders through workshops to understand operational needs, challenges, and expectations for the case management system.
  • Analyze Functional and Non-Functional Requirements: Identify requirements for case tracking, document management, reporting, AI-driven analytics, scalability, security, and performance.
  • Evaluate Technology Trends and Solutions: Review current trends in case management systems, assessing cloud-based, open-source, proprietary, and AI-driven tools across front-end, back-end, database, integration, security, and hosting layers.
  • Propose AI Use Cases: Identify and evaluate AI applications (e.g., NLP, predictive analytics, ML for anomaly detection, intelligent automation) for feasibility, benefits, and risks.
  • Recommend Technology Stack: Propose a technology stack aligned with EACC’s needs, budget, and operational requirements, incorporating AI components where applicable.
  • Provide Technical Training: Train EACC staff and system users across departments to ensure effective use and management of the iCMS. h) Develop Comprehensive Report: Create a detailed report with requirement analysis, technology review, AI use case assessments, recommendations, and a high-level roadmap for iCMS adoption.

Qualifications/special skills

  • An advanced university (Master or equivalent) degree in IT, Artificial Intelligence, Computer Science, software engineering or a related field is required.
  • A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.
  • A minimum of 7 years of experience in IT, or AI, consulting with a focus on technical analysis and system integration is required. 
  • Experience in planning, executing, and delivering IT projects, with demonstrated knowledge of international best practices, particularly those from EU Member States is highly desirable.
  • Experience in designing and delivering technical training programs for diverse groups such as system users is desirable.
  • Strong knowledge of AI technologies, including machine learning, natural language processing, and predictive analytics is desirable
  • Experience with cloud computing, cybersecurity, and software development frameworks is required.
  • Experience in collaborating with various stakeholders, including government agencies, to understand their needs and provide tailored solutions is desirable.
  • Experience in working with EU funded projects is desirable.
