Local Project Manager (H/F)

Job description

In cooperation with the Project Officer based in Paris, the local project manager is in charge of supporting the implementation of the project, and more particularly on its coordination aspects and will carry out the following work composed activities above.

It will ensure a presence in Nairobi throughout the project and will carry out the following work:

Strategic and operational project management

• Ensure overall coordination of the technical assistance program with the various program stakeholders and with headquarters;
• Carry out detailed monitoring of the program, enabling adjustments to be made in terms of the fine-tuning of program priorities and implementation;
• Ensure regular communication with beneficiaries’ organizations MICDE (Ministry of Information, Communication and Digital Economy); ICTA (Information and Communication Technology Authority), other ministries, the donor and all stakeholders;
• Enables an efficient flow of information between all the players involved;
• Ensures technical support (revision of reports, support in drawing up terms of reference for short-term missions, identification and mobilization of experts, etc.);
• Identify problems encountered in the implementation of the program and bring them to the attention of the appropriate authorities as quickly as possible;
• Ensure that the program benefits from adequate visibility through communication actions based on the visibility guide for projects supported by EUD;
• Ensure that reporting procedures are respected throughout the program (quality control of deliverables, timely editing and submission);

Project monitoring-evaluation-capitalization

In liaison with Expertise France field and headquarters teams:

• Participate in setting up the methodological framework and analysis tools for monitoring and measuring results throughout the project;
• Monitor the project's quantitative and qualitative indicators, in line with the logical framework;
• Participate in data collection and analysis in the field;
• Participate in periodic EF exercises (quarterly/semi-annual reviews, planning, etc.).

• All deliverables shall be submitted using the templates provided by Expertise France.
