JOB GRADE NCA 3, ONE (1) POST. REF.NCA05/2026/5.
Responsibilities or duties
Duties and responsibilities entail:
- Overseeing management of the budgetary provision for the Fund by the Government;
- Coordinating consolidation of revenue from charges levied on contractors on services given by the Authority;
- Overseeing the management of the assets as may accrue in the course of exercising the powers or performance of the functions of the Fund under the National Construction Authority Act or under any other written law;
- Coordinating management of all proceeds from the levy imposed under section 26 of the Act;
- Overseeing accounting for all moneys from any other source provided for or donated or lent to the Authority;
- Reporting on all receipts, savings and accruals for the Fund and the balance of the Fund at the end of the financial year; and
- Controlling expenditure from the Fund incurred by the Authority in the exercise of its powers or the performance of its functions; and
- Recommending on mitigating measures for addressing risks.
Qualifications or requirements (e.g., education, skills)
Requirements for Appointment.
For appointment, a candidate must have: -
- Cumulative service period of fifteen (15) years’ work experience, three (3) of which should have been in the grade of Assistant Manager, Finance/ Assistant Manager, Accounts or in a comparable position and organization;
- Bachelor’s degree in any of the following disciplines: - Commerce, Accounting, Finance, Business Management, Business Administration or equivalent qualification from a recognized institution;
- Master’s degree in any of the following disciplines: - Commerce, Accounting, Finance, Business Management, Business Administration or equivalent qualification from a recognized institution;
- Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
- Member of the Institute of Certified Public Accountants of Kenya (ICPAK) or relevant professional body;
- Certified Public Accountant (CPA K) by Kenya Accountants and Secretaries Examination Board (KASNEB) or relevant qualification from a recognized institution;
- Proficiency in computer applications;
- Demonstrated managerial, administrative and professional competence in work performance and results; and
- Exhibited a thorough understanding of national goals, policies and ability to relate them to the mandate of NCA.
Experience needed
Cumulative service period of fifteen (15) years’ work experience, three (3) of which should have been in the grade of Assistant Manager, Finance/ Assistant Manager, Accounts or in a comparable position and organization.

Remuneration
Attractive remuneration will be paid for all the positions.
Appointed candidates will be required to satisfy the requirements of Chapter Six of the Constitution of Kenya by submitting compliance certificates as follows;
- Certificate of Good Conduct from Director of Criminal Investigation;
- Clearance Certificate from Higher Education Loans Board;
- Tax Compliance Certificate from Kenya Revenue Authority;
- Clearance from Ethics and Anti-Corruption Commission and
- Clearance from an approved Credit Reference Bureau.
