Entry Requirements:
An officer at this level shall report to Chief Conservator of Forests
b) Duties and responsibilities;
- Provide strategic leadership in the management of supply chain functions
- Advising the Service on Procurement Laws, policies, strategies and procedures.
- Initiating development of supply chain management policies, strategies and procedures.
- Developing and coordinating the preparation of annual procurement and disposal plans and their implementation and ensuring compliance with public procurement legal and regulatory framework
- Coordinating procurement and disposal activities in the Service while ensuring that they are in line with Public Procurement and Disposal Act and the Forest Act and subsidiary regulations
- Coordinate disposal of all forest produces in compliance with Public Procurement, Disposal Act and the Forest Act and subsidiary regulations
- Coordinate the disposal of obsolete assets
- Coordinate procurement of goods, works and services of the Service are within approved budget and procurement plan of the Service
- Coordinate procurement of forest establishment and management materials
- Ensure proper documentation of procurement proceedings and safe custody of all procurement records in line with procurement laws
- Generate contract documents for goods, works and services
- Liaising with the user department to ensure effective implementation of contracts for goods, works and services
- Providing secretariat to committees’ incidental to procurement of goods and services, and disposal of assets
- Providing professional advice on procurement of goods, works and services and disposal of assets;
- Preparing statutory reports to PPRA;
- Reviewing procurement needs of the Service
- Prequalification and updating bi-annually standing lists of registered service providers
- Preparing, publishing and distributing procurement and disposal opportunities including invitations to tender, pre-qualification documents and invitations for expressions of interest.
- Issuing procurement and disposal documents to candidates in accordance with the Public Procurement and Asset Disposal Act (PPADA) 2015 and Public Procurement Regulations 2006.

Person Specifications
- Bachelors’ degree in Supply Chain Management, Commerce, Economics or any other business-related field from a recognized university.
- Masters’ degree in supply chain management from a recognized university.
- Diploma in Supply Chain Management from Kenya Institute of Supplies Management or its equivalent from a recognized institution/CIPS final
- At least ten 10 years’ experience three (3) of which should be at management level.
- A registered member of Kenya Institute of supplies Management with a practicing license.
- Certificate in leadership course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications
