JOB SUMMARY
The Monitoring and Evaluation (M&E) Officer will design, implement, and manage comprehensive monitoring and evaluation systems to track program performance, assess impact, ensure data quality, and support evidence-based decision-making for organizational programs.
KEY RESPONSIBILITIES
Monitoring and Evaluation Systems
- Develop, adjust, and maintain monitoring and evaluation (M&E) frameworks, plans, and systems for health programs.
- Design and improve data collection tools, surveys, and assessment instruments aligned with program indicators.
- Support the development of:
- Logic Models
- Theories of Change
- Results Frameworks
Program Monitoring
- Conduct regular monitoring visits to project sites.
- Perform performance assessments of program activities.
- Monitor progress against established indicators and targets.
- Support adaptive management and continuous program improvement.
Data Collection and Management
- Coordinate data collection activities.
- Ensure data quality, accuracy, completeness, and consistency.
- Update and maintain program databases and information systems.
- Conduct Data Quality Assessments (DQA).
Data Analysis and Reporting
- Analyze quantitative and qualitative program data.
- Prepare monitoring reports and performance reports.
- Develop recommendations for program improvement based on findings.
- Support evidence-based planning and decision-making.
- Contribute to donor and organizational reporting requirements.
Research, Evaluation, and Learning
- Integrated Supportive Supervision and Data Quality Assessment (ISS-DQA)
- Program evaluations
- Research studies
- Facilitate learning events and stakeholder feedback sessions.
- Promote knowledge sharing and organizational learning.
Capacity Building
- Train staff and partners on:
- Monitoring and evaluation methodologies
- Data collection procedures
- Data quality standards
- Reporting requirements
QUALIFICATIONS
Required Education:
- Bachelor's Degree in any of the following fields:
- Monitoring, Evaluation, Accountability and Learning (MEAL)
- Social Sciences
- Agriculture
- Finance
- Business Administration
- Related field
WORK EXPERIENCE
Required:
- Minimum two (2) years of hands-on experience in Monitoring, Evaluation, Accountability and Learning (MEAL).
Preferred:
- Experience with donor reporting requirements.
- Experience with results-based financing systems.
- Experience with performance-based financing systems.
TECHNICAL SKILLS
Research and Analysis
- Strong quantitative research skills.
- Strong qualitative research skills.
- Data interpretation and analysis.
- Results-based management approaches.
Statistical and Data Management Tools
- Experience with survey design and implementation.
- Knowledge of data collection methodologies.
