Job Purpose
Oversee the effective management of human resource function to drive the Institute’s capability and operational excellence in line with best practices, relevant employment legislations.
Duties and Responsibilities
- Coordinate the development, implementation and review of policies, strategies, regulations, guidelines, standards and procedures on human resource and development;
- Advise on matters pertaining to human resource management and development;
- Spearhead human resource training and development programmes;
- Coordinate the development, implementation and review of staff performance management system;
- Administer employee benefits and remuneration;
- Manage industrial relations issues and welfare of staff;
- Coordinate the preparation of human resource plans and succession management strategies;
- Manage staff disciplinary process and grievances;
- Ensure staff mental wellness is prioritized and well taken care of;
- Recommend performance improvement strategies that are adaptive to changing environment and technology;
- Manage counselling services;
- Implement organizational development and change management initiatives;
- Develop and manage staff welfare schemes such as Group Personal Life and accident, medical or insurance schemes;
- Develop and maintain the Human Resource Management Information System; and
- Ensure compliance with human resource statutory and regulatory requirements.
Requirements for Appointment
For appointment to this grade, a candidate must have: -
- Bachelor’s Degree in any of the following disciplines: - Human Resource Management, Business Administration/Management (Human Resource Management option) or equivalent qualifications from a recognized institution;
- Master’s Degree in any of the following disciplines: - Human Resource Management, Human Resource Development, Business Administration/ Management (Human Resource Management Option) or equivalent qualification from a recognized institution;
- Cumulative service period of twelve (12) years relevant work experience, three (3) of which should have been at the level of Principal Human Resource Management Officer II or in a comparable position
- Certified Human Resource Professional (CHRP);
- Management course lasting not less than four (4) weeks from a recognized institution;
- Membership to a professional body in good standing where applicable;
- Proficiency in computer applications; and
- Demonstrated a high degree of professional competence and administrative capability as reflected in work performance and results.
Only shortlisted candidates will be conducted.
Canvassing will lead to automatic disqualification.
Successful candidates will be required to comply with Chapter six of the Constitution.
