Job Profile
The job holder is responsible for formulating, reviewing and monitoring statutory and legal policies and procedures relating to litigation, prosecution and Alternative Dispute Resolution processes.
Job Specifications
Duties and responsibilities at this level will entail: -
- Implementing legal policies, standards, guidelines, and procedures on litigation, delegated criminal prosecution and Alternative Dispute Resolution;
- Developing policy and legal frameworks for prosecution and litigation;
- Developing litigation, prosecution, and Alternative Dispute Resolution (ADR) strategies;
- Coordinating investigations;
- Coordinating quasi-judicial and alternative justice delegated prosecution processes;
- Monitoring compliance with policies, standards, and procedures to avoid sanctions and litigations;
- Developing legal briefs to the external lawyers and other parties;
- Coordinating legal conformance and compliance;
- Promoting legal education and awareness programs/clinics to strategic stakeholders;
- Identifying and mapping out legal risks and developing mitigation frameworks;
- Conducting negotiations.;
- Developing legal accountability structures;
- Establishing and maintaining the legal universe;
- Representing HELB in courts and quasi- judicial bodies;
- Preparing written and oral submissions for filing in court;
- Monitoring compliance with court decisions; and
- Coordinating preparation of legal advisories.
Person Specifications
For appointment to this grade an officer must have: -
- A cumulative period of nine (9) years relevant work experience, three (3) of which must be in the grade of Senior Legal Officer or in a comparable position;
- Bachelor of Laws (LLB) degree or equivalent qualification from a recognized institution;
- Postgraduate diploma in legal studies from the Kenya School of Law;
- Advocate of the High Court of Kenya;
- Valid Practicing Certificate;
- Membership in good standing of the Law Society of Kenya;
- Management course certificate lasting not less than four (4) weeks from a recognized institution;
- Certificate in computer applications; and
- Shown merit and ability as reflected in work performance and results.
