Project Director
Job Purpose

The Project Director will provide overall technical and management oversight of the project, including providing leadership in the design, planning and execution of sound technical strategies and best practices in the program areas targeted by the project. The position will coordinate with the NASCOP and NACC team regularly and provide technical support on design, implementation and monitoring of all programme areas related to HIV prevention (including HIV testing services, Prevention of Mother to Child Transmission programme, key population programme, Adolescent and young people programme, PrEP programme, Voluntary Medical Male circumcision programme and condom programme) in the country. The Program Director will directly supervise the project’s senior technical and program staff, offer mentorship and lead development of the project’s annual work plans, oversee the achievement of set work plans and report on progress toward achievement on a required basis to relevant stakeholders. The position will ensure deliverables of the project are met on a timely basis and find effective solutions to address emerging gaps. The position will be based at the project’s main office in Nairobi with significant travel to counties and sub counties.

Key Responsibility
• Provide overall leadership in the design, planning, implementation and monitoring of project activities and ensure seamless integration, coordination of all components of the project with the national HIV prevention programme;
• Identify technically sound, cost-effective, and practical approaches to strengthen the national HIV prevention programme to achieve the prevention goals set out in KASF II;
• In consultation with NASCOP and NACC team, ensure timely co-development, co-implementation and co-monitoring of the national HIV prevention objectives and annual work plans;
• Strengthen the capacity of the national and county health teams to design, deliver and monitor high quality HIV prevention interventions;
• Provide supportive supervision to the project team to achieve their part of the project deliverables and facilitate smooth working relationship with NASCOP, NACC and the county government;
• Provide leadership and technical support in development of practical implementation guidance and tools for HIV prevention at the national and county level;
• Provide technical support in development of a comprehensive performance framework and cascades to monitor HIV prevention programme at national and county level;
• Provide technical guidance to ensure that all HIV programme pillars meet their objectives and targets;
• Facilitate a culture of use of evidence and data for gaps assessment and use of data for decision making within the project and the national programme;
• Collaborate and advocate for integration of HIV prevention within the UHC agenda of Kenya;
• Design and implement pilot projects to integrate HIV prevention within routine services and influence policy for scale up;
• Support the national government in coordination of the HIV prevention response at the national level in collaboration with stakeholders and donors;
• Develop and implement a transition plan to transition technical capacity to the HIV prevention team at national and county level;
• Support design and development of knowledge products and dissemination of project learnings in national and international forum;
• Work closely with Senior Technical Advisor and UoM technical teams to ensure that all program activities and deliverables are programmatically sound and of the highest technical quality;
• Ensure that regular quarterly, semi-annual and annual program reports, requested by the national programme and donor are accurate, highest quality, and timely;
• Serve as a member of the senior management team and PHDA, providing input for decision making and action planning and communicate these organizational decisions to project staff accordingly;
• Work closely with the organisational team members to ensure that quality management is well integrated into both project interventions and internal processes and procedures;
• Provide day-to-day supervision to technical staff and ensure that the quality of the work of the project team is of high standards;
• Contribute to the tracking of progress, analysis of data, and preparation of project reports for the donor; and participate in key meetings and presentations with external stakeholders;
• Participate in Global fund country proposal writing and PEPFAR COP processes to advocate for inclusion of HIV prevention agenda;
• Support the Senior Technical Advisor in programmatic representation, strategic development and quality control duties, including liaising stakeholders and oversee work deliverables for the project; and
• Perform other related duties as assigned.

Qualification and Experience
• A minimum qualification of MBChB/MBBS/MD and Masters in public health (MPh)
• An additional degree in infectious disease, or related discipline will be added advantage;
• At least 15 years of proven and demonstrated experience in technical and strategic planning, implementation, monitoring, and supervision of comprehensive HIV prevention program;
• A minimum of 10 years of reputable technical leadership and program management experience in large complex public health programs;
• At least 5 years of demonstrated senior-level experience in the design, planning, implementation and overall technical management of donor funded HIV prevention programs;
• Experience in working in partnership with government or providing technical support
• Experience in supervision of senior technical staff within an NGO setting;
• Experience operating in a management culture built on consensus and results;
• Experience in report writing based on donor guidelines is an essential requirement for the position; and
• Experience in training and capacity building

Skills and Attributes
• In-depth knowledge of Kenyan public health sector and HIV prevention programmatic context, including governmental and non-governmental contexts
• Demonstrated decision making and problem-solving ability;
• Understanding of the HIV epidemic in Kenya and programme design based on epidemic analysis
• Knowledge of strategic policy and programmatic direction for HIV prevention at global and national level.
• Expertise in HIV prevention including PMTCT programme or population-based programming (key population and adolescent and young people) or other biomedical prevention (VMMC, PrEP, condoms).
• Demonstrated ability to interact and work professionally with, gain credibility/respect from, and maintain strong relationships with key stakeholders, especially county and national governments officials, and the donor;
• Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections and population based programming;
• Ability to manage tight deadlines and deliver high volumes of work with minimal supervision;
• . Excellent computer skills (MS Word, Excel and PowerPoint) essential
• Fluent in written and spoken English and Kiswahili.
