The Projects Quantity Surveyor will be responsible for managing all costs relating to building and civil engineering projects, from initial calculations and pricing, through to the final figures. The role involves ensuring that all projects are completed within the financial objectives set by the company.
Responsibilities or duties
Cost Planning:
- Prepare cost analyses, bills of quantities, and tender documents.
- Liaise with design teams and suppliers.
- Support development of cost plans based on engineering and architectural designs.
Budget Control:
- Monitor project costs against approved budgets.
- Evaluate project progress and determine payment valuations.
- Ensure financial discipline across project stages.
Procurement Management:
- Develop and maintain procurement schedules.
- Negotiate tenders and supplier pricing.
- Support procurement strategy development with stakeholders.
Financial Reporting:
- Produce cost vs budget reports.
- Track project cash flow.
- Analyse completed projects for value-for-money assessment.
- Provide financial forecasting and reporting.
Contract and Payment Management:
- Support contract documentation preparation.
- Assist in resolving contractor claims.
- Ensure timely processing of payments.
- Track contractor and subcontractor payments.
- Prepare valuations for payment certificates.
Project Lifecycle Involvement:
Stage 1: Initiation
- Support project brief development.
- Attend project initiation meetings.
- Advise on procurement items.
- Advise on required consultants and services.
- Provide cost-related advisory input.
Stage 2: Concept and Viability
- Attend design and consultant meetings.
- Review design concepts and cost viability.
- Prepare preliminary cost estimates.
- Liaise with stakeholders and consultants.
Stage 3: Design Development
- Review design documentation and specifications.
- Exercise cost control with project team.
- Prepare detailed cost estimates.
- Assist in budget vs cost plan reviews.
Stage 4: Documentation and Procurement
- Assist procurement strategy development.
- Review drawings for budget compliance.
- Prepare tender documents (BoQs, RFQs, EOIs, bids).
- Evaluate tenders and prepare reports.
- Support contract documentation preparation.
Stage 5: Construction
- Attend site handover and progress meetings.
- Prepare cash flow projections.
- Prepare variation cost estimates.
- Assist in resolving contractor claims.
- Track payments and valuations.
Stage 6: Close-out
- Prepare final payment valuations.
- Prepare final accounts.
- Support project close-out reporting.
Additional Support:
- Support NEMA approvals and county approvals.
- Support contractor capacity building and training.
- Assist pre-tender and post-award contractor support.
Qualifications or requirements (e.g., education, skills)
Education:
- Bachelor's degree in Quantity Surveying from a recognized university.
Experience needed
Minimum 5 years in a similar role, with proven experience in:
- Financial management of construction projects
- Tendering process
- Cost control and project budgeting
Professional Registration:
- Registered with Board of Registration of Architects and Quantity Surveyors (BORAQS) in good standing.
- Registered with Institute of Quantity Surveyors of Kenya (IQSK) in good standing.
Skills and Competencies:
- Technical Skills: Cost planning, quantity surveying, bills of quantities (BoQs), tender documentation, contract administration, valuations and payment certification, financial forecasting, cash flow management.
- Procurement and Contracts: Tender evaluation, procurement strategy development, supplier negotiation, contract management, claims management.
