Qualifications or requirements (e.g., education, skills)
Applicant to the Kenya Civil Aviation Authority Rule Making Panels should possess requisite technical knowledge and experience to support the work of the Panel. A sound background in the relevant field of the panel work is required.
Technical knowledge
Applicants for Panel Membership should possess relevant technical knowledge and experience in aviation, including areas such as:
- Airworthiness
- Flight Operations
- Personnel Licensing
- Aerodromes and Ground Aids
- Air Navigation Services
- Aviation Safety Management
- Aviation Security (when applicable)
For panels that require a licence, the applicant must hold or have held a licence (Pilots’ Licence, Aircraft Maintenance Engineers’ (AME) Licence, Air Traffic Controllers’ (ATC) Licence, Flight Dispatch Licence, Remote Pilot Licence (RPL), or Cabin Crew Member Certificate (CMC)).
Industry Experience
Applicants for Panel Membership should:
- At least 7 years of operational experience in the aviation industry or aviation regulatory environment;
- Practical experience in operational, or regulatory/oversight functions; and
- Experience in position of responsibility such as key management personnel of regulated entity or membership of operational committees such as Safety Committee etc. is desirable.
Knowledge of Aviation Regulations
Applicants for Panel Membership should also demonstrate:
- Familiarity with ICAO Standards and Recommended Practices (SARPs).
- Knowledge of national aviation regulations and regulatory frameworks.
- Understanding of rulemaking processes and the requirements of the Statutory Instruments, CAP2A
