PURPOSE
The area office plays a critical role in supporting capacity throughout the region. One of the areas that support is provided for is monitoring, evaluation, accountability, and learning (MEAL). The majority of our 9 country locations have a dedicated MEAL staff member who supports the MEAL intervention for all of the ongoing projects and proposals being implemented by the office. A few countries do not have a dedicated MEAL person but typically have someone covering this responsibility on an ongoing basis. From the area office, two staff – a MEAL Senior Specialist and Program Effectiveness Manager provide support through regular meetings, tools and systems, reviews, and country visits for capacity building.
The goal of this consultancy is to provide ongoing support the capacity building the area office is providing to the region in the form of a one-week MEAL training with all of the regional MEAL points of contact. Upon completion of the training, participants will develop a clearer understanding of MEAL and an ability to apply appropriate approaches and tools of MEAL, and more specifically, they will know how to:
• Define concepts and approaches related to MEAL
• Include the MEAL approach in a project cycle management
• Design and use main MEAL tools (MEAL Plan, survey tools, TOR, evaluation report, accountability mechanism)
• Apply the MEAL approach in the implementation projects and programs in general

SCOPE OF CONSULTANCY
The aim of the consultancy would be to:
• Conduct a diagnosis on current HFHI MEAL systems (5 days)
• Support AO MEAL Team to diagnose capacity challenges at the National Organizations (3 days)
• Work with the area office to identify objectives and topics for the one-week training (5 days)
• Draft training materials and tools for the training – this would include tools in Microsoft words and presentations in PPT all done in coordination and planned with the area office (5 days)
• Coordinate the training agenda and communicate it - through the area office staff to National Organizations MEAL staff (2 days)
• Deliver the training topics – provide in person training from March 20 – 24. (5 days)
• Provide a post training report – that includes a summary of the event, annexes with the tools, separate files with the PPTs, and lessons learned including current capacity development opportunities (5 days)

KEY DELIVERABLES
The deliverables will include:
• A simple inception report: outlining the timeline, proposed training topics developed in consultation with the area office this should also include the draft agenda and roles and responsibilities
• Training materials – tools and PPTs: All relevant tools and PPTs – a draft of these should be submitted prior to the training for review by the area office
• Provide a post training report – that includes a summary of the event, annexes with the tools, separate files with the PPTs, and lessons learned including current capacity development opportunities
• The successful applicant will work in coordination with the area office and other presentations that will take place and will actively seek review and feedback from the area office. We anticipate this work to take no more than 30 days of work (spread across the time from procurement to the training). Training will take place March 20 – 24, 2023.

HFHI RESPONSIBILITIES
• HFHI shall provide the support towards travel expenses related to this work.

REPORTING ARRANGEMENTS
• The consultant will be expected to report to the Director-Program Operations, Africa.

SELECTION PROCESS AND EVALUATION CRITERIA
The Request for Applications will be advertised across all of Habitat’s usual channels for promotion including its website, industry websites and through its network of staff and supporters.
• Applications will be accepted through January 27th, 2023.
• Applications should include a narrative with:
• Explanation of overall approach and timing of engagement
• Related experience of the applicant entity(s)
• CVs of lead consultants and process for identifying any additional team members
Applicants will be expected to submit a budget for the engagement. It is preferred that the budget is segmented on the basis of the deliverables defined in the Scope of Work but should at a minimum include explanation for the type of costs represented therein.

Applicants will be short-listed for a panel interview. Non-selected applicants will be notified.
