Role Overview

The Security Manager will provide strategic leadership in physical security, access control, asset protection, emergency response coordination, and security risk management. The role requires a proactive security professional with demonstrated experience in heavy industrial or manufacturing settings, capable of building resilient security frameworks while maintaining strong relationships with law enforcement, regulatory bodies, and community stakeholders.

Key Responsibilities

Strategic Security Leadership & Planning

• Develop and implement a comprehensive security strategy aligned with the operational goals, risk profile, and business continuity requirements.
• Conduct ongoing security risk assessments and vulnerability analyses specific to cement manufacturing operations, including raw material storage, finished product warehouses, equipment yards, and high-value asset areas.
• Design, implement, and maintain robust security policies, standard operating procedures, emergency response plans, and business continuity protocols across all facilities.
• Serve as the primary advisor to senior management and the Board of Directors on all security-related matters, providing regular briefings on security status, emerging threats, and mitigation strategies.
• Develop and manage the annual security budget, ensuring cost-effective allocation of resources while maintaining optimal security coverage.

Physical Security Operations & Infrastructure

• Oversee the daily operations and performance of security personnel, including in-house security teams and contracted security service providers, ensuring professional conduct, adequate training, and effective deployment.
• Manage integrated physical security systems, including CCTV surveillance networks, access control systems, perimeter intrusion detection systems (PIDS), alarm monitoring, vehicle tracking, and visitor management systems.
• Implement and oversee robust access control protocols for personnel, vehicles, contractors, and visitors, ensuring proper identification, authorisation, and movement tracking throughout the facility.
• Coordinate the installation, maintenance, and optimisation of security infrastructure, working closely with technology vendors and internal engineering teams.
• Conduct regular security audits, patrols, and inspections to identify vulnerabilities and ensure compliance with security protocols and operational standards.

Loss Prevention & Investigations

• Lead the organisation’s loss prevention program, identifying and mitigating risks related to theft, fraud, product diversion, fuel theft, scrap metal theft, and inventory shrinkage.
• Direct comprehensive internal investigations into security incidents, theft, fraud, misconduct, and policy violations, ensuring proper evidence collection, documentation, and chain of custody for potential legal proceedings.
• Implement inventory control measures and material verification procedures to prevent unauthorised removal of cement products, raw materials, spare parts, and equipment from company premises.
• Collaborate with Human Resources on employee background verification, disciplinary processes related to security breaches, and development of internal controls to prevent insider threats.
• Analyse security incident trends and patterns to develop proactive prevention strategies and recommend operational improvements.

Emergency Response & Crisis Management

• Develop and maintain comprehensive emergency response plans covering security incidents, fire emergencies, medical emergencies, civil unrest, natural disasters, and business disruption scenarios.
• Coordinate with the SHE function to ensure integrated emergency preparedness and response, including evacuation procedures, first responder coordination, and emergency communication protocols.
• Lead crisis management efforts during security incidents, providing real-time coordination, decision support, and incident command until situation stabilisation.
• Conduct regular emergency drills and simulations to test response capabilities and ensure readiness of security and emergency response teams.

Compliance, Regulatory Liaison & Stakeholder Management

• Ensure full compliance with all relevant security regulations, including the Private Security Regulation Act, Occupational Safety and Health Act (OSHA), Work Injury Benefits Act (WIBA), data protection laws, and industry-specific security standards.
• Maintain effective working relationships with law enforcement agencies (police, DCI, ATPU), regulatory authorities, local government officials, and intelligence agencies for information sharing and coordinated response to security threats.
• Engage with neighbouring industries, community leaders, and local stakeholders to build collaborative security networks and maintain positive community relations.
• Coordinate with insurance providers on security risk assessments, loss prevention measures, and claims management related to security incidents.
• Represent the company in security forums, industry associations, and professional security networks to stay informed of emerging threats and best practices.

Professional Qualifications and Educational Background Required

• Bachelor’s degree in Security Management, Criminology, Criminal Justice, Law Enforcement, Risk Management, or related field. Advanced certifications in security management are highly advantageous.
• Minimum 7 years of progressive security management experience in industrial, manufacturing, mining, FMCG, or heavy industry environments, with at least 5 years in a senior security management position with budget and team leadership responsibilities.
• Demonstrated understanding of industrial security challenges, including asset protection, supply chain security, loss prevention, and emergency response in 24/7 manufacturing operations.
• Deep knowledge of security technologies, including CCTV systems, access control platforms, intrusion detection, alarm systems, and security operations centre (SOC) management.
• Proven experience in conducting complex investigations, understanding of criminal investigation procedures, evidence handling, and working knowledge of Kenyan criminal law and prosecution processes.
