Senior EpidemiologistUniversity of Manitoba (UoM) and Partners for Health and Development in Africa (PHDA) are looking for a qualified candidate for a Senior Epidemiologist role under its project titled Strengthening the effectiveness of the HIV prevention response in Kenya. Through this project, UoM and PHDA supports the National AIDS Control Council (NACC) and the National AIDS and STI Control Programme (NASCOP) to strengthen strategic information to guide the HIV prevention response in the country. The incumbent role will include supporting the two institutions to develop integrated and harmonious systems that reinforce the collation of data across multiple levels and sectors. Strategic information generated allows for data and evidence-informed management of the HIV epidemic while directing complex epidemiological studies and surveillance activities on a national scale.
Main duties and responsibilities• Lead the analysis and interpretation of HIV data at both national and county levels to better inform the development of comprehensive HIV prevention measurement frameworks for the country;
• Support the development, implementation, and review of monitoring and evaluation (M&E) frameworks, systems, and procedures for tracking HIV program investments at the national and county-level;
• Support the development, implementation, and review of knowledge management frameworks, systems, and procedures to enhance the translation of evidence into locally relevant policies and strategies;
• Provide technical expertise in the development of appropriate mechanisms to collate research and innovations and produce strategic products to advance the HIV response;
• Facilitate the capacity building of national and county level staff to conduct epidemic appraisals and use program data for improvements in measuring national and county level key indicators for HIV prevention;
• Support utilization of existing data systems like the HIV implementing Partners Online Reporting System, Community AIDS Program Reporting System, Maisha Certification System, National Data Warehouse, Kenya Health Information System within the two institutions to ensure that data generation and use is effective;
• Support development of required protocols and tools for the collection of high-quality data to monitor the national HIV prevention agenda;
• Lead the development and implementation of programme science research and capacity building, including; designing and implementation of HIV prevention related surveillance and surveys; development analysis plans and providing interpretation and write-up of results as needed, and coordinating dissemination of surveillance results; and
• Perform other related duties as assigned.
Qualifications Required:• At least a master’s degree in Public Health, Data Science, or Statistics from a recognized institution.
• A Ph.D. in Epidemiology or equivalent qualifications from a recognized institution.
• At least 10 years of relevant work experience.
• High-level understanding of the structure and functions of Kenya’s HIV epidemic response.
• Technical knowledge in managing large datasets from program, survey, and surveillance data.
• Proficiency and experience with statistical analysis software such as SAS, STATA, or SPSS and working knowledge of GIS software;
• Technical expertise and experience in digital health and data visualization would be an added advantage.
Skills and Attributes• Experience in the development of prevention cascades, and working in collaboration with different stakeholders - government and non-government;
• Strong interpersonal skills in working with teams with varying areas of expertise to accomplish project objectives;
• Ability to effectively communicate complicated epidemiological information to non-technical persons;
• Articulate and able to communicate in a clear, professional manner with staff and stakeholders;
• Sensitivity to cultural differences and understanding of the social, political ethical issues surrounding HIV infections and population-based programming;
• Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines with minimal supervision, as well as to lead and work collaboratively with others; and
• Fluent in written and spoken English and Kiswahili.
