Duties and Responsibilities
The UN Human Settlements Programme (UN-Habitat) is the United Nations agency responsible for urbanization and human settlements, mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities.
This position is located in the Office of the Executive Director. The Programme Officer will report to the Office-in-Charge of the Office of the Executive Director. This role involves overall coordination, programme management and substantive integration of UN-Habitat operational and normative activities, with the work of external private and commercial investors.
Within delegated authority, the Programme Officer will be responsible for the following duties:
•Develop innovative financing streams with corporations, organizations, and foundations, in alignment with CIF resource mobilisation strategy and participate in generating, sustaining and growing programme funding.
•Develop business engagement and financial advisory, and Cities Investment Facility.
•Development and operation of the Cities Investment Facility.
•Reviews and implements relevant sustainable finance and investment documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Review of outputs relating to business strategy and engagement, and private sector investment and financing strategies.
•Engage in the establishment long-term partnerships between UN-Habitat and key sustainable finance advisors, investors and financiers.
•Undertake outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
•Engage in budget funding (programme/project preparation and submissions, progress reports etc.) and preparation of related documents/reports (work programme, programme budget, etc.).
•Development, implementation and evaluation of assigned programmes/projects, at the Cities Investment Facility.
•Engage in substantive integration across outputs, and quality control, in collaboration with all activity coordinators.

Qualifications/special skills
Skills: Business development, engagement and strategizing. Excellent writing skills in English. Research and analytical skills combined with good manipulation of data and ability to synthetize complex concepts and information is required.
Academic Qualifications: Minimum advanced university degree (Master’s degree or equivalent) in sustainable urban planning, urban governance or related field, development studies, business administration, management, economics is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience: 10-year relevant experience in resource mobilisation, sustainability, finance or commercial investment, with a proven track record in donor and investor engagement is required. Relevant knowledge of sustainable urban development project financing and development is desirable.
Language: English and French are the working languages of the UN Secretariat. Fluency (both oral and written) in English is required. Knowledge of another UN official language is an advantage.
