The Need
IJM is seeking a passionate individual to provide leadership and collaboratively work with Government agencies, civil societies, churches, and other partners. The incumbent will lead in the designing and implementing of initiatives aimed at developing/changing legislation and policy in the Criminal Justice System leading to a reduction of violence against people in poverty. The incumbent will also work in close liaison with other Senior Managers to ensure that organizational specific goals are achieved.
The successful candidate will lead a movement through partnership development, Church and grassroot mobilisation that will advocate for a transformed national police service that upholds a culture of professionalism and respect for the rule of law. The incumbent will assess capacity gaps in the Criminal Justice System and develop ways of enhancing capacity among key players in the system. He/she will manage departmental budgets and ensure the professional and spiritual growth of departmental staff.

Responsibilities
• Build strategic relationships with government agencies, civil societies, key church leaders and grassroots organizations to catalyze a revolution and move the government to own the work of justice;
• Provide leadership that results in clear analysis of specific policies that make it possible for police to abuse their power and have clear intervention strategies to change/develop the legislation/policy;
• Oversee research on the public justice system and identify emerging needs and trends requiring policy intervention to ensure that people in poverty are protected from violence;
• Drive the advocacy and partnership agenda that results in policy change leading to the reduction of space through which police abuse their power. This will include:
• Tracking developments in law, policy and procedure which impact the IJM Kenya program interventions and Justice System Transformation theory of change;
• Working closely with government partners to identify policy gaps, develop policy responses and implement effective justice system transformation initiatives within the program scope;
• Delivering opinions, Memos and Briefs on legislative changes and their impact on the public justice system for use in lobbying for key legal and policy reforms;
• Designing and implementing high-visibility advocacy and outreach strategies and events;
• Developing, guiding, and coordinating grassroots mobilization efforts, including the establishment and strengthening of community justice centres, community awareness and education, and engagement and mobilization efforts in support of legislative and policy reforms in line with IJM Kenya program outcomes.
• Lead a strong team that embodies IJM’s rhythms and core values and efficiently and effectively delivers on their mandate; and
• Manage the Policy, Advocacy, and Partnership plans to ensure timeliness and delivery as per schedule and donor requirements.

Education & Experience:
• Masters in International Development, Communications, Law or a related field;
• A bachelor’s degree in Law;
• At least 5 years of experience in policy advocacy and human rights;
• Experience in program design, monitoring and evaluation, and data use in support of programs in the developing world;
• Proficient in group facilitation with demonstrated ability to communicate and collaborate effectively with partners, staff, and colleagues with a high level of tact, diplomacy and confidentiality;
• Exceptional organizational skills;
• Excellent written and oral communication skills both in English and Kiswahili;
• Strong policy analysis skills;
• Strong networker with proven track record of engaging key stakeholders;
• Exceptional negotiation, problem-solving, and stakeholder management skills;
• Ability to present complex data and information in a clear and compelling manner to a wide range of stakeholders; and
• High level of proficiency in Microsoft Office Suite, project management software and familiarity with statistical software packages
