JOB DETAILS:
Summary of position
The Deputy Field Coordinator shall Led and monitor the implementation of programs at the field level, with the support and collaboration of the MEAL focal person, Heads of Technical Departments, and under the supervision of the Field Coordinator, Monitor potential program delays or hindrances and timely report to Field Coordinator, suggesting corrective measures considering Programme team inputs and BFU recommendations. Collaborating with the Field Coordinator, Head of Technical Departments, and M&E to design new proposals; also ensuring that field inputs from Program teams are timely received by the field coordinator and technical coordination team. Also, ensuring the implementation of technical recommendations from internal audit, experts, consultancies, and Head of Departments. The Deputy Field Coordinator will represent Action Against Hunger at various coordination platforms in the county in the absence of Field Coordinator.

Purpose:

The deputy field coordinator oversees the quality of project implementation through the direct management of program teams. The deputy field coordinator will ensure the coherence of approaches between the different programs. The deputy field coordinator participates in external sector meetings and supervises the budget follow-up of activities

Engagement:
The Deputy Field Coordinator will manage Program staff at the field level, and closely work with the Field Coordinator, and technical teams at the coordination level to support in design, implementation, monitoring, and evaluating of programs while ensuring proper implementation of the field activities. In the absence of the FC, he/she will closely work with the County government while ensuring strategic representation at the county level.

Delivery:

The Deputy Field Coordinator will be responsible for direct supervision and monitoring of all the Program functions at the field level and ensure strict compliance with all ACF operational procedures/policies.

Essential job functions

Program Coordination and Management
• Ensuring the timely and proper provision to the FC of all relevant internal program-related reporting documents requested from the Field Office.
• Providing regular updates to the Field Coordinator and technical HoDs on program implementations
• Monitoring the implementation of the ACF Charter and prevention of frauds or abuses of power and informing the Field Coordinator when needed
• Providing capacity building and coaching to Program staff on project management best practices
• Ensure quality and timely implementation of projects with a specific focus on the quality of Project Implementation
• Identify new program opportunities in collaboration with the field team, field coordinator, and Nairobi-based program staff.
• Support the integration of program activities to create coherent, quality, and complimentary programming focusing on the integration of projects/program
• Ensure adherence to all ACF activities to County, National, and international guidelines
• Ensure integration of MIYCN activities to the component of the programs.
• Support the Field coordinator monthly meetings with the staff based in the field to review implementation progress.
• Ensure frequent and regular visiting the field to monitor activities, supplies, and general running of the program
• In collaboration with the Field Coordinator, Propose and initiate improvements according to the analysis and findings of sporadic assessments that will contribute to ACF strategy reviews and advocacy.
• In collaboration with the field coordinator advise the projects on any changes in the context;
• Represent and actively participate in sectoral coordination with key stakeholders in the County in the absence of a field coordinator.
• Overall review of program performance as per stipulated standards and development of strategic action points thereafter

Representation and communication
• Represent Action Against Hunger in external engagements with GOK, other implementing partners, and key community stakeholders when assigned or in the absence of the field coordinator
• Support field coordinator in updating the partner mapping tool on regular basis, and help identify potential agencies for partnerships Coordinate project technical work to ensure Action Against Hunger representation at sector-specific coordination fora

Design, Monitoring, Evaluation, and Reporting
• Lead in the writing of the weekly, monthly, Quarterly semi-annual, and annual internal and donor reports. According to the organizational and donor guidelines.
• Work with FC and MEAL manager to develop a monitoring and evaluation plan as per ACF guidelines and follow up on the implementation of the same
• Ensure appropriate MEAL activities are carried out regularly by program staff in all sectors (data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators, and utilization of results to inform program design).
• Review activity reports of staff and provide necessary feedback to the staff
• Contribute to designing technical strategy and country strategy.
• Work closely with the field team and the Nairobi to include advocacy in the documentation of key activities, development of lesson-learned documents, and other related advocacy issues
• With technical support from the MEAL manager, ensure accurate and quality MEAL tools including M&E plans, Detailed Implementation Plan (DIP), and Indicator tracking matrix for the program in place and utilized
• Work closely with the Field Coordinator and MEAL manager to effectively support the program to carry out all assessments – baselines, assessments, designs, monitoring, and evaluations – in accordance with donor requirements and GOK and ACF established standards, policies, and procedures.

Finance and logistics management
• In the absence of field, the coordinator supports the team-
• To develop project budgets, and spending plans based on the activity plan closely with the team to monitor project expenditure against stipulated deliverables and budget agreements/donor guidelines
• Have monthly review meetings based on budget follow-up from finance departments and advise where necessary
• Closely liaise with the finance and logistics department to follow up on expenses
• Oversee the financial management of field office operations by the finance staff, including cash management, issuing and tracking advances, ensuring compliance with Action Against Hunger finance policies and regulations
• Conduct and monitor risk analysis, including the development of security planning.
• Ensure field weekly movement plans are in place and coordinate with the logistics and finance department on purchase orders, cash forecast, and BFU/PFU on a monthly basis.
• Works closely with logistics and administration to ensure timely delivery of supplies.

Support in fleet management.
• With the AAH logistics and security focal persons and relevant government departments at the field level to conduct periodic security assessments and lead in the implementation of security procedures to ensure the safety of beneficiaries at the project sites, AAH staff at the field and those visiting the base.
• Human Resource and Administration management
• Provide technical guidance to Field Coordinator for effective day-to-day program implementation
• Staff management of program field staff including identification of staff training needs, staff supervision, capacity building, and follow-up.

Requirements

Required Qualifications and Professional Experience

JOB DETAILS:
Summary of position
The WASH officer shall take charge of technical aspects of Emergency WASH and Community based water supply system and Hygiene promotion on behalf of the program under the supervision of the Program Manager. His/her main roles and in consultation with the WASH Program Manager and the county government technical teams shall include; planning, implementation, (technical oversights), monitoring and evaluation of high quality, innovative WASH projects.

Purpose

The WASH officer shall be responsible for the daily implementation, monitoring, and regular consultation with program partners on WASH program components. Ensure linkage, synergies and complementarity with other sectorial interventions, i.e. Nutrition, Food security and livelihood as well as proper coordination, consultation and information sharing with partner’s communities and other stakeholders.

Engagement

Represent Action Against Hunger in all coordination forums at county and sub county level, collaborate with other implementing partners, INGO, UN bodies and the local communities to ensure successful implementation and smooth running of the projects

Successful implementation of WASH interventions in target areas in line with internationally/Nationally accepted standards and ACFs /national technical guidelines as well as the donor requirements.

Essential job functions
Planning, design and implementation of water and sanitation projects.

• Identification and technical assessment of feasible water sources at the community level.
• Work in Partnership with government line ministries (county department of water) to prepare technical designs of feasible water supply projects.
• Ensure the construction of water systems (groundwater or surface water), protection, abstraction,storage,treatment, and distribution for new systems or rehabilitation of existing systems as well as the construction of the most appropriate form of sanitation systems, in consultation with the beneficiaries and line ministries

• Support planning and implementation of community mobilization activities (using; community led total sanitation and any new methodology that may be introduced and appropriate.)

• Provide support to the distribution of hygiene items, and conduct monitoring and follow up to ensure proper usage of items and appropriateness.

Reporting and Program Development
• Compile program reports on a timely basis in liaison with other program staff; Weekly SitRep, Monthly (statistical and narrative), Quarterly and annual donor reports
• Maintain full qualitative and quantitative records and reports of activities, disaggregated by age, gender where appropriate
• In collaboration with the Program Manager prepare progress reports, quarterly and final donor reports, project procurement plan and contributes to survey reports.

Fiscal Responsibility
• Prepare cash forecast in liaison with the other program staff in line with the work plans
• Ensure the expenditure is as stipulated in the budget lines and strict adherence to the budget limits

Summary of position
As part of the Action against Hunger- Eastern Africa Horn and Regional Office, the HR Generalist positions is responsible for full HR function by developing, proposing, advising on and implementing human resources programs related to the effective running of HR in the country offices.
The HR Generalist is responsible for the proper management of HR processes, resources, policies and procedures including development and implementation, full employee circle administration. (Recruitment to on boarding),exit management, Performance Management, Payroll Management, People management, systems, policies and procedures development and implementation, staff compensation and benefits administration, department leadership, occupational health and Safety, HR data and Reporting, and employee benefits.

Reporting to the Regional Human Resource Director, s/he will be responsible for all HR processes and follow up of staff providing professional comprehensive HR advice and solving problems related to performance or general complaints.

Purpose:

• Support in Recruitment, Performance Management, Staff compensation and Benefits administration, policies/guidelines development and also manage personnel administration, conflict resolutions, staff on-boarding and Exits.

Implementation of Human Resource Programs

• In charge of obtaining and tracking all work authorizations (work permits/Pass), visas and passports for Regional office staff and all visiting staff from US Member office, country offices and network including document numbers, expiration dates, paperwork required and processing timelines. Ensures the Regional office copies of all visa documentation and related correspondence are filed correctly.
• Ensured legal compliance by monitoring and implementing applicable Human Resources in compliance with national employment legal requirements; conducting investigations; maintaining records; representing the organization at hearings, and responsible for HR related services contract negotiations.

• Responsible for building and updating the HR portal on the No Hunger Forum including managing the relationship with ACF-HEARO IT department to ensure key documents guiding Regional HR staff are accessible.
• Provide Human Resources Department leadership and management of HEARO workforce.

Payroll Administration
• Responsible for end-to-end management of all Regional Office staff contracts including drafting and administering contracts and offer letters, Extensions, advising hiring Managers on position level and position steps to ensure equity, fairness, transparency and competitiveness while balancing organizational needs and financial considerations.
• Execute and manage the monthly payroll for all Regional Office staff. Responsible for accuracy and timeliness of the monthly payroll. Works closely with the Regional office finance team on payroll adjustments and execution.
• Regional reference and primary focal point for payroll collaborating with key stakeholders.
• Responsible and accountable for the accuracy of all Regional HR information including the collection, preparation of timely, accurate data to support ACF HEARO and a wider view of HR activities that enables informed decision –making and consistent information for stakeholders.
• Oversee, track and analyze all information. Amongst other things this encompasses:
o Tracking, and reconciling all Regional office paid and un-paid time off such as vacation/sick/summer Fridays/personal days etc.
o Filing all Regional office timesheets.
o Tracking Regional office timesheets in the HRIS to ensure 100% compliance.
o Highlighting discrepancies to relevant line Managers.
• Ensures key document retention compliance requirements are met as per government regulations
• Manage the internal HR Dashboard.

Performance Management
• Ensure planning, monitoring, and appraisal of employee work results by training Horn and Eastern Africa Regional offices to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.
• Maintain Human Resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.
• Comply with local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
• Works with Regional Human Resource Director to source and evaluate new benefit offerings, including reviewing pricing and changes to services offered by each vendor. obtaining and evaluating benefit contract bids; awarding benefit contracts;

Employee Benefits Management
• Source and Manage HEARO home based staff and their dependents benefits (Medical insurances) Scheme in their respective countries of origin.
• Ensures all Regional office staff are enrolled and de-enrolled in employee benefits.
• Together with the finance team, directing the processing of benefit claims; ensures timely reconciliation and payment of all benefits’ invoices.
• Maintain employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management and designing and conducting educational programs on benefit programs.
• Works collaboratively with the Managers to ensure thorough and consistent information exchange for all staff as it relates to employee benefits.
• Ensures the accuracy of benefits policies and procedures as presented in the Regional office employee handbook.

Requirements

Required Qualifications and Professional Experience
• Bachelors degree preferably in Human Resources or equivalent field
• Membership in a professional HR body such as IHRM, SHRM, CIPD or equivalent.

Required Skills & Competencies
• At least 5 years of professional experience in the area of HR and/or administration
• Must be comfortable explaining complex technical & procedural requirements in straightforward language
• Advanced knowledge of MS Office Suite (high proficiency in Excel); various HRIS software and/or benefit/payroll management systems essential. Must be comfortable working with computers with minimal IT support.

JOB DETAILS:
Purpose

The Regional Safeguarding Specialist will take lead in ensuring that Action Against Hunger HEARO and Country Offices prepare and are able to respond to reports of SEA (sexual, exploitation and abuse), Child Safeguarding and trafficking in persons. S/he will raise awareness Action Against Hunger’s policy commitments, including zero-tolerance approach through training, coaching and ensure that the global PSEA, Child Safeguarding and Anti-trafficking in persons mechanisms are socialized and used by staff and related personnel.

Engagement

The Regional Safeguarding Specialist will collaborate closely with Action Against Hunger Safeguarding focal persons, key stakeholders at Country and Regional level. S/he will also work with program teams in the region to ensure that Safeguarding policies is mainstreamed into program design. A strong rapport will be created and enhanced with the Safeguarding unit in Canada as well as others in the international network including the Safeguarding Community of Practice.

Externally, close collaborations and working relationships will be created and maintained with Safeguarding working groups in the region, InterAgency Working groups (ICVA, IASC, CHS, AAP, CDAC etc), organizational partners, collaborators and other INGOs with the aim of creating a positive culture.
Delivery

S/he will be responsible for the timely and quality delivery of the Safeguarding road map to ensure that regional and country office priorities are achieved.

Essential job roles
• Lead the implementation of the Safeguarding policy and procedures and facilitate the structural embedding of safeguarding across Regional and country operations
• Oversee the functioning of Safeguarding investigations and ensure accurate and proper close-out of investigations, survivor support mechanisms are in place adhering to the principles of confidentiality, impartiality, fairness and sensitivity of investigation.
• Lead in the roll-out, awareness creation, training and capacity building of all staff in line with the Safeguarding priorities.
• Work with the Regional HR Director and Director of People & Strategy and to map out a clear process for vetting & reference checking including implementation of the misconduct disclosure scheme. S/he will create the legal framework available and the HR teams to ensure that these checks are rolled out, ensure that all staff are checked in line with agreed protocols.
• Providing on the ground Safeguarding support and expertise during humanitarian emergencies in the region and drawing up lessons learnt
• Support in Country office teams in conducting Safeguarding assessments, setting up processes for community complaints mechanisms and that they are mainstreamed into program design.
• Provide technical advice and support to Country Offices in coordination with Country Directors, Safeguarding focal points and HR teams

• Lead, alongside Safeguarding focal points, on Safeguarding related data collection, auditing and reporting in the organization and donor requirements.
• Ensuring that action plans are in place at HEARO and country office regional level to facilitate continuous improvement in the prevention of and response to safeguarding reports
• Work with Country Office teams to ensure that Community Complaints Mechanisms have a safeguarding lens and adequately cover safeguarding needs.

Fiscal Responsibility
The position will be the overall budget holder for Safeguarding priorities.
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Physical Demands
• While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Requirements

• Bachelor’s degree or equivalent in a field related to humanitarian assistance and international development, psychology, law, political science, development studies, gender studies, social work.
• Minimum 10 years humanitarian work in emergency and/or development context (experience in Horn and East Africa Region an added advantage).
• At least 7 years of Safeguarding experience with sound knowledge and understanding of organizational Code of Conduct and Safeguarding policies.
• Certified trainer in Safeguarding investigations.
• Proven experience in managing Safeguarding investigations.
• Training in interview skills and techniques or mediation techniques.
• Understanding and experience of the first phase of humanitarian response and the unique pressures faced in this period.
• Experience developing safeguarding resource materials, including training curriculum, guidance tools and best practices.
