Jhpiego is a nonprofit NGO that prevents the needless deaths of women and families in limited resources settings. To accomplish this, Jhpiego implements innovative evidence-based solutions for intractable problems in health to overcome barriers to high-quality care services for the world’s most vulnerable populations.
The Impact Malaria (IM) project is funded by USAID/PMI to provide implementation support and technical assistance for malaria service delivery in health facility and community settings in order to meet Kenya’s goal of reducing malaria mortality and morbidity by 75% of the 2016 levels by 2023. IM is doing this by working in close collaboration with the Division of National Malaria Program (DNMP) of the Ministry of Health (MOH) and eight county departments of health from the malaria lake endemic region i.e. Bungoma, Busia, Homabay, Kakamega, Kisumu, Migori, Siaya, and Vihiga to strengthen malaria case management and prevention of malaria in pregnancy.
We are seeking an experienced individual who has excellent organizational and technical skills, a team player, dedicated, hardworking, innovative, highly motivated and able to work in a high-pressure environment requiring multi-tasking abilities.

TECHNICAL ADVISOR (MALARIA IN PREGNANCY) – KISUMU (FIXED TERM)
The Technical Advisor *(MIP)* will provide technical oversight and program management for implementation of the scope of work outlined in the work plan and annual Task Order for IMPACT MALARIA. S/he will work in close collaboration with the Project Management team, including the Senior Project Technical Advisor and other Senior Technical staff at project, national and county levels to contribute to quality program implementation with emphasis on prevention of malaria in pregnancy service delivery at all levels of care. S/he will provide technical guidance, support supervision, coaching and mentorship to technical officers, county/sub county malaria coordinators and other health care workers to increase accessibility and utilization of quality prevention of malaria in pregnancy services both at facility and community level. The Malaria Technical Advisor will also work closely with the Jhpiego international technical and DNMP staff to ensure comprehensive technical and programmatic support in project and consequently the National program. S/he will be responsible for the development, implementation and monitoring of the project work plan.
Position Reports to: Senior Project Technical Advisor Supervises: Technical Officers

Responsibilities:
A. Technical
• Provide overall technical guidance and leadership for implementation of MIP activities at facility and community level
• Provide leadership for Quality Assurance and Quality Improvement measures in MIP including community-based activities
• Identify and use opportunities for integration of Impact Malaria support.
• Represent Impact Malaria in county and sub county technical working group committees in relation to malaria
• Represent Impact Malaria in MIP TWG, Committee of experts and other national technical forums
• Contributes to the capacity building of Impact Malaria staff, health workers and supervisors at health facility and community health volunteers at community levels
• Work with county reproductive health departments to disseminate policies, tools and strategies to improve access to and delivery of prevention of malaria in pregnancy services
• Compile and analyze data for performance monitoring and evaluation of the project and utilize data to take corrective actions
• Participate in trainings, mentorship, meetings and workshops for malaria interventions
• Strengthen support supervision by being part the team at the county/sub county and community levels
B. Leadership
• Participate in County and sub-county level stakeholder meetings
• Provide programmatic direction for Impact Malaria in key MIP service areas.
• Develop and maintain excellent relationships with colleagues in all the program objectives, donors, Local NGOs, CBOs and partners in the county
• Serves as county and sub-county Impact Malaria team leader.
• Forge partnership with other partner organizations that have the potential to work on interventions supported by Impact Malaria
C. Management:
• Ensure timely planning, implementation, management and monitoring of field activities for smooth and efficient functioning
• Support development of county annual work plans
• Provide guidance and support to the all-County staff to coordinate and link the initiatives by other partners to the health facilities.
• Contribute to preparation of activity and quarterly reports in consultation with other team members
• Supervise all Impact Malaria staff implementing MiP activities in the county
• Oversee the work of Impact Malaria consultants in the county
• In collaboration with Impact Malaria staff, prepare and track the progress of project and activity budgets
• Identify health service provider gaps in knowledge and skills and opportunities for strengthening Impact Malaria support to the county, sub-county and community
• Contribute in the preparation and implementation of project’s work plans, budgets and technical quarterly and annual reports to the project and its funding agencies.

Required Qualifications
• Graduate, preferably with degree in Public Health, Medicine, or Nursing.
• Strong field experience in Malaria knowledge and skills
• At least 5 years of professional, progressively more responsible management experience in public, private health programs.
• Proven experience in managing a field office: public and/or private
• Ability to manage projects, set priorities, and plans for the successful implementation of programs.
• Ability to work well with others and a team player
• Excellent analytical, communication and report writing skills.
• Experience working with MOH systems and personnel
• Experience of working with donor funding agencies and/or private sector foundations
• Clinical and community-based training skills
• Strong change management, results oriented and decision making skills
