JOB DETAILS:
8. Manager Human Capital Management (Regional Offices)-THREE
(3) POSITIONS- NPSC SCALE 7- V/ No. 10/ 2022
Gross Salary Scale: As per NPSC Salary Scale
Leave allowance: As existing in the Commission
Annual Leave: 30 working days per financial year
Medical Cover: As existing in the Commission
Terms of Service: Permanent and Pensionable

(a) Duties and Responsibilities Managerial Responsibilities
i. Overall Management of the Commission regional offices;
ii. Analyze the Human Capital Management and Development structures and systems, Human Capital metric reports and research findings at the region;
iii. Ensure implementation of Human Capital Management and Development policies, regulations and procedural manuals at the region;
iv. Ensures implementation of the Human Capital Management strategy;
v. Develop and Implement the work plans derived from the Human Capital strategy in line with the overall Commission strategy;
vi. Monitor and implement the human capital budget;
vii. Implement the Performance Management Systems and culture to ensure the overall achievement of National Police Service Commission strategic objectives at the region;
viii. Implement employee Career Progression guidelines;
ix. Implementation of welfare Schemes & Program for Commission staff and NPS at the region;
x. Managing employee discipline and ensure compliance; and
xi. Ensure a conducive employee work environment that promotes employee motivation, teamwork and helps to maximize employee productivity.

Operational Responsibilities
i. Administer staff benefits in line with the Commission policies, procedures and best practice;
ii. Develop training projection of employees in the region and recommend to the HQTRS for implementation;
iii. Monitor and evaluate the impact of training programs ;
iv. Undertake employee discipline and grievances handling process to ensure compliance to the employment laws, Commission policies and procedures;
v. Empower the employees to meet challenging organization goals;
vi. Develop the unit/section work plan at the region;
vii. Identify areas of review in the National Police Service training curriculum; ;
viii. Ensure the Performance Appraisal of staff is conducted efficiently and effectively;
ix. Monitor the implementation of Human Capital Management rules, regulations and procedures;
x. Provide and handle staff welfare;

xi. Facilitate research on Human Capital and Development best practices that will guide the development of Human Capital Management and development policies, standards and regulations; and
xii. Guide on the process of recruitment, promotion and deployment of staff to ensure proper processes and procedures are adhered to for enhancement of good HR practices.

Requirements for appointment
i. Master’s degree in any of the following fields; HRM, Business Administration, Public Administration or any Social Science from a recognized University ;
ii. Bachelor’s degree in any of the following fields; HRM, Business Administration, Public Administration or any Social Science from a recognized University ;
iii. Higher Diploma in Human Resource Management;
iv. Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution;
v. Ten (10) years of service, of which three (3) should be in a comparable position from a reputable organization;
vi. A member of a relevant Human Resource Management professional body; and
vii. Meet the requirements of Chapter Six of the Constitution of Kenya.
