Job Summary
An officer at this level can be deployed to work in the following functional areas: Legal Services (Internal) and Legal Services (Bank Resolution).
Key Duties and Responsibilities
- Coordinating the provision of legal advisory services to the Corporation on legal, regulatory, and compliance matters.
- Preparing legal opinions on the interpretation of laws, regulations, and policy circulars.
- Representing the Corporation in litigation proceedings and Alternative Dispute Resolution processes.
- Implementing and managing the case management system for the Corporation.
- Assessing legal fees for court matters to ensure effective budget control.
- Developing and implementing comprehensive legal strategies for the Corporation.
- Undertaking the Corporation's conveyancing functions through drafting appropriate legal instruments and reviewing property grants.
- Providing specialized legal advisory services on Insurance, Insurance Fund Management, Public Awareness initiatives, and management of assets from wound-up institutions.
- Conducting legal research on Deposit Insurance, Fund Management, Public Awareness, and asset management for wound-up institutions.
- Supporting the development and review of relevant legal and regulatory frameworks affecting the Corporation's mandate.
- Monitoring and managing the Corporation's legal risks and identifying opportunities.
- Drafting and reviewing contracts, Service Level Agreements, Memoranda of Understanding, leases, and other legal documents in liaison with functional departments.
- Developing training materials for staff induction and capacity building within Legal Services and Corporation Secretariat.
- Implementing performance management systems and processes.
- Supporting Board Secretarial Services.

- Overseeing case management for failed institutions including witness preparation, pre-trial briefings, and prosecuting or defending court matters filed for and against failed institutions.
- Providing oversight on managing the panel of external legal service providers for failed institutions and assessing legal fees for High Court matters to ensure effective cost management.
- Advising on prompt resolution strategies and legal approaches for failed institutions.
- Overseeing dispute management affecting failed institutions through litigation, negotiations, mediation, and arbitration processes.
- Coordinating and managing conveyancing functions for failed institutions.
- Guiding the provision of legal advisory services to failed institutions by monitoring Kenya Gazette publications and tracking legislative developments affecting institutional operations.
- Overseeing the drafting and review of contracts, Memoranda of Understanding, Service Level Agreements, and other legal instruments for failed institutions.
- Updating and maintaining documentation to support Quality Management Systems and performance standards implementation.
- Overseeing the takeover, custody, and management of legal documents and securities from failed institutions.
- Providing advisory services and oversight for implementing preparatory legal services to facilitate orderly winding up of institutions under liquidation.
- Coordinating the development and review of legal opinions on debt negotiation strategies and asset recovery proposals for institutions under Asset Management and Liquidation.
Requirements
For appointment to this grade, an officer must have:
- Cumulative period of twelve (12) years relevant work experience, three (3) of which must have been in the grade of Principal Legal Officer or in a comparable position.
- Bachelor of Laws Degree (LLB) or any other equivalent qualification from a recognized and accredited institution.
- Master’s degree in Law (LLM) or equivalent qualification from a recognized and accredited institution.
- Postgraduate Diploma in Law from Kenya School of Law (KSL)
- Admitted as an Advocate of the High Court of Kenya with a valid Practicing Certificate.
- Membership to the Law Society of Kenya (LSK) and in good standing.
- Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications.
- Demonstrated merit and ability as reflected in work performance and results.
- Coordinating the provision of legal advisory services to the Corporation on legal, regulatory, and compliance matters.
