Our client, Human Trafficking Institute (HTI), is preparing to begin a program in Kenya and is seeking an Assistant Legal Advisor consultant to provide context-specific justice system advice, legal research and programmatic support to assist HTI in launching its program. The Consultant will provide legal research and drafting support in preparing resources, tools and reports for the program, as well as assisting HTI’s staff in connecting and engaging with relevant government and sector stakeholders. The individual must have demonstrated experience working within Kenya’s criminal justice system, as the role requires close collaboration with the Office of the Director of Public Prosecutions (ODPP), the Directorate of Criminal Investigations (DCI), and other justice sector partners to advance HTI’s mission to combat trafficking in persons (TIP).

KEY DELIVERABLES:

  • Preparing Monthly Legal Briefs summarizing statutory, regulatory, policy, and customary law developments.
  • Preparing a Case Progression Tracking Report covering TIP cases within the criminal justice pipeline.
  • Monthly Program Support Reporting, outlining legal guidance provided, risks identified, and mitigation recommendations.
  • Maintaining Stakeholder Engagement Logs, including:
    • All meetings attended with ODPP, DCI, civil society, and other partners.
    • Meetings attended jointly and/or on behalf of the Country Director (CD).
    • Outcomes, action points, and follow-up.
  • Preparing Two Research Memos on assigned legal, policy, or contextual topics relating to TIP.
  • Training & Resource Inputs, i.e.,
    • Desk Review of existing resources, guidelines, and tools.
    • Resource plan, identifying resources/tools needed to support HTI’s training and proposed outlines.
    • Draft resources based on approved resource plan.
    • Support ongoing curriculum development.
  • Preparing Criminal Justice Data Report assessing strengths and weaknesses of current case tracking and data collection methods of the criminal justice system on TIP cases.
  • Quarterly, Annual, and Donor Reporting Support, i.e.,
    • The Consultant will provide written inputs for HTI’s reporting cycles.
    • Quarterly reporting contributions and drafting (legal analysis, case updates, stakeholder summaries).
    • Annual reporting inputs related to legal trends, policy shifts, and justice sector collaboration.
    • Donor narrative inputs, including case summaries, and programmatic insights.

Compliance & Confidentiality:

Due to the nature of the work by HTI, the consultant must maintain strict confidentiality of all sensitive and privileged information. This includes adhering to HTI safeguarding, conduct, and data protection standards.

EDUCATIONAL QUALIFICATIONS & CAREER EXPERIENCE:

  • Bachelor of Laws (LLB) from a recognized university.
  • Advocate of the High Court of Kenya (Bar admission required).
  • Minimum 5 years’ experience working with Kenyan legal frameworks.
  • Training or experience in human trafficking, child protection, governance, or legislative reform.
  • Strong familiarity with the Counter Trafficking in Persons Act and Penal Code (Cap. 63).
  • Experience translating legal and policy issues into practical operational guidance.
  • Experience coordinating across diverse stakeholders, including senior level engagements.
  • Experience in program development, project management, or capacity building.
  • Experience working with international organizations or multicultural teams.
  • Extensive experience working in the criminal justice system

  • Excellent written and oral communication skills in English and Kiswahili.
  • Strong interpersonal and relationship building skills.
  • High professional integrity and discretion.
  • Ability to work independently in fast paced environments.
  • Strong analytical and organizational skills.
