JOB SUMMARY:

CARE's Fleet Transformation Project is part of CARE’s Supply Chain Transformation portfolio that aims to create a safer, more efficient, more sustainable, and more cost-effective fleet operation across CARE. The programme encompasses the transformation of fleet policies, processes, technology, operating models, governance, and asset management practices, including the implementation of a Fleet Management System, vehicle tracking and safety technologies, fleet rightsizing, fleet service charge structures, and enhanced fleet safety controls. The project seeks to improve road safety outcomes, reduce operational costs, strengthen compliance and decision-making through better data, lower environmental impact, and ensure that CARE's vehicle assets effectively support programme delivery in some of the world's most challenging operating environments.

The Change Manager will play a critical role in supporting the successful implementation of CARE’s global fleet technology solution across country offices. Reporting to the functional lead of Fleet with a dotted line to the Senior Director of Transformation, this role will lead change management activities to ensure stakeholder engagement, readiness, and adoption of the new system. The Change Manager will work closely with the Functional / Technical leads, Project Manager, country office teams, and implementation partners to develop tailored strategies, facilitate communications, and support training efforts. This position is essential to ensuring that the new fleet technology is embraced across CARE’s diverse global operation.

RESPONSIBILITIES:

Leadership alignment and stakeholder engagement

  • Develop a stakeholder analysis and ensure it feeds into change and comms planning.
  • Develop leadership alignment approaches and a broader stakeholder engagement plan, and ensure their effective delivery to achieve buy-in and support of projects.
  • Develop change management material to support the engagements – such as a Compelling Story, Current/Future State Analysis, and overall change impact assessments.

Change impact assessment and change planning

  • Develop detailed change and impact analyses to identify the difference between current and future states across all priority projects, and ensure that all people, process and system changes are documented, understood and effectively communicated
  • Define a change approach to ensure the desired changes are delivered effectively and sustainably.
  • Develop detailed transition plans which capture all necessary activities at project and country level to manage the change process.

Project communication and engagement

  • Partner with key strategic initiative sponsors and leads to design and implement robust communication plans that ensure overall organizational alignment. Provide strategic counsel as needed to drive further alignment, reduce resistance, and accelerate adoption of priority projects.
  • This will include anticipating needs, spotting emerging challenges, and identifying/developing influencers to communicate with a wide range of stakeholders in the right ways at the right times.

Building change management organizational capability

  • Be an active member of the Transformation team, which is CARE's internal capability of project and change managers.
  • Help develop the maturity of CARE USA's Change Approach and deliver trainings to different stakeholder groups.
  • Champion change management and advocate for its important role in delivering CARE USA's transformation agenda.

Required Qualifications:

  • Bachelor’s degree in organizational development, communications, logistics, or a related field
  • Certification in change management (e.g., Prosci, ACMP)
  • Strong interpersonal and communication skills, with the ability to engage diverse stakeholders across cultures and time zones
  • Minimum 4 years of experience in change management, organizational development, or communications
  • Experience supporting large-scale technology implementations across multiple business units
  • Proficiency with Microsoft 365 tools, especially PowerPoint, Teams, and SharePoint
  • Proficiency in the use of Artificial Intelligence (AI) applications
  • Strong writing, presentation and communication skills, with the ability to simplify complex information

Preferred Qualifications:

  • Master’s degree in a relevant field
  • Familiarity with the nonprofit or international development sector
  • Experience with fleet management systems or operational technology platforms
  • Experience working in a matrixed or federated organizational structure
  • Experience working with global teams and managing change across multiple countries
  • Develop a stakeholder analysis and ensure it feeds into change and comms planning.
  • Develop leadership alignment approaches and a broader stakeholder engagement plan, and ensure their effective delivery to achieve buy-in and support of projects.
