Description
The role is responsible for managing the Agency’s finance function, including financial policies and controls, budgeting and cash flow, reporting and statutory compliance, audits, and departmental planning and budgeting.
Responsibilities
Job Description
- (i) Develop, review and implement policies and strategies relating to finance and accounting.
- (ii) Design sound financial management systems and procedures.
- (iii) Develop, implement and ensure compliance with internal financial and accounting policies and procedures.
- (iv) Mobilize internal financial resources.
- (v) Prepare and submit statutory, management financial reports.
- (vi) Ensure effective Cash management of funds.
- (vii) Prepare of budget estimates and implement budgetary controls.
- (viii) Develop budget utilization reports.
- (ix) Manage accounts payables, receivables and Cash-flow projections.
- (x) Design, monitor, supervise and implement internal controls to safeguard the Agency’s properties and assets.
- (xi) Ensure compliance with all statutory obligations; and
- (xii) Coordinate financial audits and ensure implementation of financial recommendations.
- (xiii) Develop and implement departmental annual work plan, procurement plan and budget.
Person specifications
- (i) A minimum period of fifteen (15) years relevant work experience, three (3) years of which should be grade of Assistant Director or a comparable position;
- (ii) Bachelors Degree in either Commerce, Accounting, Business Administration, Finance, or any other equivalent qualification from a recognized institution;
- (iii) Masters Degree in any of the following: Commerce, Accounting, Business Administration, or their equivalent qualification from a recognized institution;
- (iv) Certified Public Accountant (CPA, K) or its equivalent
- (v) Membership in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK) or any other recognized professional body;
- (vi) Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
- (vii) Proficiency in Financial Management Information Systems;
- (viii) Fulfilled the requirements of Chapter Six of the Constitution; and
