Background
The National Drought Management Authority (NDMA) is a state corporation established under the Ministry of Devolution and ASALs. It is mandated to establish and operationalize a permanent mechanism for the drought management cycle in Kenya. The Authority is committed to ensuring that drought is managed effectively and efficiently to protect the lives and livelihoods of Kenyans.
Responsibilities
- Provide strategic leadership and direction in the planning, monitoring, and evaluation of NDMA's programs and projects.
- Develop and implement robust planning, monitoring, and evaluation frameworks, tools, and methodologies.
- Oversee the collection, analysis, and reporting of data on drought trends, impacts, and response interventions.
- Ensure the timely and accurate preparation of NDMA's strategic plans, annual work plans, and performance reports.
- Lead and manage the Planning, Monitoring & Evaluation (PM&E) department, fostering a culture of performance and accountability.
- Provide technical support and capacity building to NDMA staff and stakeholders on PM&E.
- Contribute to policy development and advocacy on drought management issues.
- Represent NDMA in relevant national and international forums.
Qualifications
- Master's degree in Economics, Statistics, Development Studies, Public Policy, or a related field.
- A Bachelor's degree in a relevant field from a recognized university.
- At least eight (8) years of relevant experience, with a minimum of five (5) years in a senior management position in planning, monitoring, and evaluation.
- Proven experience in developing and implementing M&E frameworks, tools, and systems.
- Strong analytical, research, and report writing skills.
- Excellent leadership, communication, and interpersonal skills.
- Knowledge of drought management issues and policies in Kenya is an added advantage.
- Proficiency in relevant software and data analysis tools.
