Job Specifications
The duties and responsibilities entail the following:
- Planning, organizing, controlling and evaluating all programmes and processes related to the administration of national and other assessments;
- Overseeing preparation and implementation of the Directorate’s workplan and budget;
- Developing and implementing risk mitigation measures to ensure reliability, credibility, and validity of assessment results;
- Establishing effective internal controls and management information systems for assessments administration;
- Overseeing the implementation of the Directorate’s strategic plan and performance contract;
- Promoting integration of ICT in assessments administration processes and operations;
- Validating stakeholder communication on assessments administration processes and providing strategic leadership to contracted professionals, field officers, and assessments coordinators;
- Advising the CEO on policy issues affecting assessments administration for Government attention where required.
- Monitoring the enforcement of professional standards, compliance with statutory and regulatory requirements and Quality Management Systems in the Directorate;
- Validating exit reports from assessments processes for approval.
- Managing the competency development and performance of the direct reports for succession planning.
Person Specifications
For appointment to this grade, an officer must have:
- Cumulative service period of fifteen (15) years relevant work experience, three (3) of which should have been in the Grade of Deputy Director or in a comparable position;
- Master’s degree in Education or equivalent qualification from a recognised institution;
- Bachelor’s degree in Education in a relevant field from a recognised institution; OR Bachelor’s Degree in a relevant discipline PLUS a PostGraduate Diploma in Education from a recognised institution;
- Leadership Course lasting not less than four (4) weeks from a recognised institution;
- Membership to a professional body where applicable;
- Valid practicing license where applicable;
- Proficiency in computer applications;
- Exhibited a thorough understanding of national policies, goals and priorities; and ability to relate them to the Assessment administration function.
