Description of Responsibilities/ Scope of Work

The Consultant will be reporting to the Regional Policy Specialist for Ending Violence against Women and will be supported by the Programme Associate for Ending Violence against Women, who will be the point of contact on the contract and payment. The consultant is responsible for the following:

  • Desk Review and consolidation of available data for Official Development Assistance (ODA) for East and Southern Africa for the 2015-present period, highlighting amounts of funding for EVAWG, funding for women’s machineries and women’s organizations and percentages as it relates to overall assistance and specific sectors. 
  • Desk Review and consolidation of data available through public sources for domestic resource allocations for gender equality and information available related to EVAWG allocations from countries in East and Southern Africa for the 2015-present period.
  • Desk Review and consolidation of data available for other investments in EVAWG in East and Southern Africa for the 2015-present period (e.g. private sector, initiatives from High-Net Worth Individuals, etc). 
  • Analyze data collected and summarize trends across funding sources, key challenges and promising practices for improving resourcing for EVAWG in the region, proposing entry points and recommendations for addressing challenges identified. Analysis should include references to original data sources. 
  • Packaging of analysis into a slide deck for presentation to a general audience, which includes references to original data sources.

Required Qualifications

Education and Certification:

  • A master’s degree in international relations, sociology, social work, community development, human rights, gender and development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Demonstrated experience in EVAWG and/or gender equality data and budget analysis 
  • Familiarity using databases such as OECD-DAC ODA and other sources for policy analysis.
  • Experience with East and Southern Africa, especially SADC Member State budgeting processes and reporting systems would be highly desirable.

Experience:

  • At least 10 years of experience related to financing for development, public finance management, gender-responsive planning and budgeting, or research on EVAWG, particularly in middle and low-income countries.
  • Demonstrated experience in EVAWG and/or gender equality data and budget analysis 
  • Familiarity using databases such as OECD-DAC ODA and other sources for policy analysis.
  • Experience with East and Southern Africa, especially SADC Member State budgeting processes and reporting systems would be highly desirable.
