Job Overview:
The Health Unit MEAL Advisor will be responsible for strengthening the Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for the IRC’s health programs in Kenya. This role will focus on ensuring high-quality data collection, analysis, reporting, and the integration of accountability and learning mechanisms into program design and implementation. The advisor will work closely with program teams, M&E staff, and relevant stakeholders to enhance program effectiveness and impact.
Key Responsibilities:
1. MEAL System Development and Implementation: Design, develop, and implement robust MEAL frameworks, tools, and methodologies for health programs, aligned with IRC’s global standards and donor requirements.
2. Data Management and Analysis: Oversee the collection, cleaning, analysis, and interpretation of program data. Ensure data quality through regular checks and validation processes.
3. Reporting and Dissemination: Lead the preparation of high-quality MEAL reports for internal and external stakeholders, including donors. Ensure timely dissemination of findings to inform program decision-making.
4. Accountability and Learning: Strengthen accountability mechanisms, including feedback and complaint response systems. Facilitate learning events and processes to ensure that program insights are used for continuous improvement.
5. Capacity Building: Provide technical support and training to program staff and local partners on MEAL concepts, tools, and best practices.
6. Collaboration and Coordination: Work closely with program managers, technical advisors, and other relevant departments to integrate MEAL into all stages of the program cycle. Liaise with external partners and stakeholders as needed.
Qualifications and Experience:
- Master's degree in Public Health, Statistics, Development Studies, Social Sciences, or a related field.
- Minimum of 5 years of progressive experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) for health programs, preferably in a humanitarian or development context.
- Proven experience in designing and implementing MEAL frameworks, tools, and databases.
- Strong analytical and data analysis skills, with proficiency in statistical software (e.g., SPSS, R, Stata) and data visualization tools.
- Excellent understanding of health information systems and indicators.
- Experience in developing and facilitating training programs.
- Strong communication, interpersonal, and report writing skills.
- Ability to work independently and as part of a team in a challenging environment.
- Fluency in English is required. Knowledge of local languages is an asset.
