The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the environment. UNEP’s Policy and Programme Division (PPD) enables UNEP’s strategic and programmatic direction and ensures organization-wide coherence, performance monitoring and continuous improvement. The Division works closely with the Subprogramme Coordinators (SPCs) and across all Divisions and Offices, optimizing resource allocations, enhancing programme synergies and ensuring results-based delivery. The Strategic Planning Unit (SPU) led the development of the Medium‑Term Strategy (MTS) 2026–2029 and the Programme of Work (PoW) and Budget 2026–2027, which were approved by consensus at UNEA‑7. Following the approval of the new Medium Term Strategy (2026-29), and within the One Impact Framework, UNEP will be setting up an impact measurement framework that measures the overall impacts of UNEP’s portfolio against approved impact indicators, in a scientifically valid and credible manner, with an effort to establish portfolio level causal impact using most valid methodologies including but not restricted to causal counterfactual methods that are scientifically valid and help to establish quantifiably UNEP’s overall additional effects. This consultancy is requested to support Strategic Planning Unit in PPD technical work on building impact measurement and assessment framework, data analysis, and staff capacity building with respect to impact measurement both in HQ and in the regions, while also setting up appropriate systems. Under the overall supervision of the SPU, PPD, the consultant will be engaged towards the following objectives:
- Design and implement advanced methodologies for impact measurement, including experimental and quasi-experimental approaches, causal inference, counterfactual analysis, and cost-effectiveness assessments.
- Review and enhance the quality of impact measurement system for sampled projects, providing guidance on improvements.
- Contribute to capacity building through setting up systems, and providing training and advisory support on data analysis, indicator development, impact measurement, and the use of analytical tools as necessary.
- Prepare high-quality analytical briefs, visualizations, dashboards, and presentations to inform senior decision-makers.
Qualifications/special skills
Advanced university degree in data science, economics, statistics, public policy, development economics, applied mathematics, or a related field emphasising quantitative analysis, econometrics, causal inference and impact measurement. Minimum 7 years of progressively responsible experience in impact measurement, data analysis, monitoring and evaluation, or applied research in institutional settings is required. Experience in applying experimental or quasi-experimental methods, causal inference, counterfactual analysis, and cost-effectiveness assessment is required. Experience delivering training and staff capacity development on data and impact measurement is highly desirable. Experience with AI-enabled analytics, data science tools, and quantitative modeling is desirable. Experience developing indicators, dashboards and business intelligence systems is desirable. UN system experience is desirable.
Languages
Fluency in oral and written English is required. Fluency in oral and written French is desirable.
